13 | Licensing Program Analyst (LPA) Jeremey McClain met with Facility Representative Carol Williams in order to deliver findings for a complaint investigation. Upon arrival, LPA observed 39 preschool children supervised by four staff in three separate classrooms. The following was alleged against the facility: 1) Children are being chemically restrained by staff causing them to be less active, 2) Staff do not isolate sick children to prevent the spread of illness, and 3) Staff do not ensure that children are provided water while in care. During the investigation, LPA conducted interviews with staff and parents, made observations at the facility.
There is evidence to suggest that the allegations may be valid, however there is not enough evidence to corroborate any of the allegations. There is conflicting evidence suggesting that children are not offered adequate water while in care. There was a lack of evidence to support that children are not isolated once they have been determined ill. There is also a lack of evidence that suggests that children are medicated by staff in order to reduce their activity level. LPA did not observe any medications during the investigation, and determined the children’s activity level to be normal, based on observation.
