An unannounced inspection was made today by Licensing Program Analyst Owens. LPA Owens met with Office Administrator, Angie Schiavone. The purpose of the inspection is to open and close a complaint investigation. Present at time of inspection were 45 preschool children, 15 toddler option children with 11 staff, in separate classrooms. Interviews were conducted.

Based on information obtained during interviews and other evidence shows at drop off times in the mornings the facility has been out of ratio in a classroom. Interviews also indicated that staff has been witnessed handling children in a rough manner and yelling at day care children.

The preponderance of evidence standard has been met during this investigation, therefore the above allegations are found to be SUBSTANTIATED. Violations of the California Code of Regulations, Title 22, Division 12 & Chapter 3 are being cited on the attached LIC9099D.

This is a Type A deficiency, hence AB633 Notification Applies: Upon receipt of this report, the report must be posted along with the notice of site visit for 30 days for parents to view. Licensee must inform the parents/guardians of children in care at the facility and to the parents/guardians of children newly enrolled at the facility during the next 12 months via form LIC 9224 Acknowledgement of Receipt of Licensing Reports.

Director Natasa Zivkovic stated she is hiring additional staff and has given LPA Owens a hand written schedule of all staff start times and assigned classrooms; Implemented immediately. She will have an all staff meeting to discuss ratios.

This requirement is not met as evidence by the facility has been out of ratio in the mornings during drop off times leaving one teacher with more than 12 children on more than one occasion. This is an immediate risk to children.
