13 | On 09/10/2026, Licensing Program Analyst (LPA) Soleil Marx met with Director, Janet Molinari, to deliver findings for a complaint investigation alleging that staff restrained a child which was based on nap time procedures. Throughout the course of the investigation, LPA made observations, obtained documentation and conducted interviews. LPA made observations of nap time procedures and teacher-child interactions which indicate that staff utilize quiet activities, verbal re-direction, and gentle patting of backs for helping children settle down to rest during napping procedures which was consistent with staff interviews and the majority of child interviews which were conducted. LPA did not observe staff restraining children. Interviews conducted with parent/guardians did not reveal concerns supporting the allegation. The information obtained was insufficient to establish that the alleged conduct occurred by a preponderance of the evidence. Although the allegation may have occurred or may be valid, there is not a preponderance of evidence to prove that the alleged violation did or did not occur. Therefore, the allegation is UNSUBSTANTIATED. Exit interview conducted and report was reviewed with Director. Appeal rights were provided.Notice of Site Visit was issued and shall remain posted for 30 days. |
