At 2:25pm on 8/7/2026, Licensing Program Analysts (LPAs) Matthew Gallo and Lea Habtom met with facility representative Jessica Garofalo to deliver findings to the a complaint investigation into the above allegation. Upon arrival, LPAs observed a census of 10 preschool children supervised by 3 staff.

Throughout the course of the investigation, LPA conducted observation and interviews concerning the allegation that staff did not prevent children from inappropriate communication. Specifically, it was alleged that children played a game that allegedly involved one child (C1) asking another child (C2) to squirt from their butt. During an initial facility visit on 6/11/2026, LPA interviewed C2, who stated that they played a game that included "butt stuff." When asked to talk more about what that looked like, the child stated that they would be chased by C1, then stop and stick their butt in and out to make C1 laugh. Interviews with 3 staff corroborated that the the play between the two children involved C1 chasing C2 and C2 stopping to shake their butt at C1. However, staff stated that the children were laughing and that no child reported being uncomfortable. Report continues on LIC9099-C
