13 | Licensing Program Analyst (LPA) Jeremey McClain met with facility representative Melissa Moenning to deliver findings for a complaint investigation. LPA observed 46 children supervised by eleven staff.
The following was alleged: 1) Staff do not prevent daycare children from causing harm to other daycare children 2) Staff do not properly report incidents involving daycare children. During the investigation, LPA made observations and reviewed children’s files at the facility, and conducted interviews with staff, parents, and children.
Evidence was sufficient to determine that there have been multiple children with consistent behavioral challenges. The behavior reported had the potential of causing harm to other children, however there was no sufficient evidence to prove so. Without evidence that children sustained injuries that required medical attention, LPA was unable to determine that the behavioral incidents that occurred were detrimental to the health and safety of other children or were required to be reported based on licensing’s requirements. Measurable behavioral plans have been implemented in order to stop or reduce undesired behavior from children. Continued on subsequent page...
