Licensing Program Analyst (LPAs) Amanda Blesi and Amanda Sutter arrived unannounced to the facility on March 15, 2022, at approximately 9:45am. LPAs met with owner Emily Balga to deliver findings for the above complaint which was received on January 27, 2022. It was alleged staff do not wear a face covering, indoors during the period of time when it was required by California Department of Health. On 1/5/2022 and 1/31/22, LPA did not observe staff and children wearing a face covering. It was also alleged that a child’s diapering needs were not met. During the investigation LPA obtained evidence which showed Child #1 (C1) photographed on the playground with a wet diaper that had become so saturated that it had slipped off and settled in the bottom leg of the child’s sweatpants. Staff interviewed reported they had attempted to change C1, however C1 had become combative so the staff just left C1 in a wet diaper. It was estimated C1 remained in a wet diaper over the course of several hours. The preponderance of evidence standard was met; therefore, the above allegations are substantiated.

This deficiency was corrected immediately when the facility addressed the incident the same day with staff responsible for changing the child's diaper. Facility owners held a staff meeting about the importance of regular scheduled diaper changes as well as needed diapering.

This requirement was not met as evidenced by: On 1/5/22, C1 was left in a wet/soiled diaper for several hours. This is an immediate health and safety risk to children in care if not corrected.

Owner Emily will submit an agenda of the training and staff signatures of those who attended. This shall be done by 3/16/22.

LPA Amanda Blesi informed licensee Emily Balga that this report dated 3/15/22 document(s) one Type A citation(s) which shall be posted for 30 consecutive days as there is/are immediate risk(s) to the health, safety, or personal rights of children in care. Also, LPA Amanda Blesi informed the licensee to provide a copy of this licensing report dated March15, 2022 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.

A notice of site visit was given and must remain posted for 30 days.
