At 2:45pm on 5/9/2024, Licensing Program Analyst (LPA) Matthew Gallo met with Licensee Leanne Lauder for the purpose of an unannounced annual inspection and to finalize a change of capacity from a Small to Large license. Upon arrival, LPA observed a total census of 3 children, consisting of 2 preschool children and 1 infant.

Licensee guided LPA on a tour of the facility, and a health and safety inspection was conducted in all areas accessible to children. Off-limits areas include master bedroom/bath, shed, garage, and carport. Licensee acknowledged that children must never enter these areas. LPA observed the required postings, a working phone, 2A10BC fire extinguisher, and functioning smoke and carbon monoxide detectors. LPA observed firearm weapons and ammunition to be locked and stored separately. LPA did not observe bodies of water at the facility. Toxic and hazardous items are inaccessible to children. Fireplace is barricaded to prevent access to children. There are no stairs in the home. Backyard if fenced. During inspection, Licensee showed LPA a portion of the front yard that they intend to convert to a play space. The front yard is unfenced, and Licensee understands that children in any unfenced area require 100% supervision.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA reviewed 5 children’s files and observed them to be complete. A current roster is being maintained and fire and disaster drills are documented. Current CPR and First Aid certification was verified and expires 12/2024, and AB 1207 Mandated Reporter Training was verified for the Licensee and expires 4/2025.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice) or (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA are available at: https://www.ada.gov/resources/child-care-centers/.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies were cited during today’s inspection.

Regarding the licensee's application to change capacity to a Large Family Child Care Home License, this application has been approved. Effective today, 5/9/2024, the updated capacity of the license is a maximum (when there is an assistant present) of 12 children with no more than four infants OR a capacity of 14 children no more than three Infants; one child must be in Transitional Kindergarten/Elementary School and one child must be at least six years old. If there is not an assistant present, the facility must revert to the capacity limitations of a Small Family Child Care Home license.

Exit interview conducted and report was reviewed with the licensee, Leanne Lauder. A notice of site visit was given and must remain posted for 30 days. Appeal rights provided.
