At approximately 9:45 am on August 17, 2021 Licensing Program Analyst (LPA) Owens and Blesi met with Julian Rowe, Human Resource Specialist, Anne Wolf, Infant /Toddler Manager and Vicky Lincoln, Transportation and Facility Manager to conduct an announced Pre-Licensing inspection. Applicant has requested a license for 16 infants. Applicant will serve 8 infants and 8 toddlers under a toddler option program for a total of 16 infant children. The facility's hours of operation are Monday through Friday from 8:15 AM- 2:45 PM. (Monday's minimum day hours 8:15 AM to 12 PM).

INDOOR ACTIVITY SPACE:
A safety inspection was conducted in all areas accessible to children. There is one classroom with a half wall separating the infants from the toddlers. The infant side of the classroom measured 322.93 sq ft. accommodating the requested capacity of 8 infants. The infant classroom has 4 cribs, a changing table with a sink within arms reach, equipped with sufficient child size furnishings (tables and chairs) and cubbies for children belongings. On the toddler side of the classroom measured 307.23 sq ft accommodating the requested capacity of 8 toddlers. There is child size furnishings and cubbies for children belongings, a bathroom with one toilet and one sink, a changing table, cots for napping. The classroom has covered trash cans, first aide kit, carbon monoxide alarm. There is a full kitchen in the facility to support the food services for toddlers. Children will have access to water inside the classroom by way of water bottles.

Individual measurements are recorded on the Capacity Worksheet (LIC 9024). A fire clearance was approved on 7/1/2021 from the City of Roseville Fire Department.

Medications will be stored in the kitchen and emergency medication will be stored in a backpack on a high hook in the classroom.

OUTDOOR ACTIVITY SPACE:
There is one outdoor area for infants and toddlers on the property. The infant and toddler outdoor space is separated by a fence. The outdoor play area contains a total of 2466.40 square feet, which will accommodate 16 children. (the cement playground area measures 610.40 sq ft. and the grass playground area; including garden measures 1856 sq ft.). The facility will use water bottles during outdoor play. There are no children climbing structures at time of inspection. There were no bodies of water observed at time of inspection. There are two sheds (one tall and one short) on the playground with locks making the shed inaccessible to children.

Facility has requested a playground waiver for shared use of the playground for toddlers and infants. LPA discussed the use of a schedule when each group will use the outdoor space with the acknowledgement the two groups (infant and toddlers) may not use the space at the same time.

LPA Owens gave Ms. Wolf a copy of printed regulation 101438.2 (Outdoor Activity Space for Infants) and Health and Safety Code 1596.956 (Child Care center serving infants; optional toddler program) at time of inspection.

CONDITIONS REQUIRING CORRECTION PRIOR TO LICENSURE:

-1- The facility will submit request for a playground waiver for shared use of the playground for toddlers and infants.
-2- The facility will submit pictures of an umbrella as shade on the cement playground area.
3- Two changing table pads for changing tables.
