Application Specialist (AS) Mai Lor and Licensing Program Analyst (LPA) Jeremey McClain met with Applicant Scott Edmiston and Director Navneet (Nita) Baring for the purpose of an announced pre-licensing change of ownership inspection. This is a change of ownership from Growing Brilliant (#313623209). Applicant request a preschool license to serve 130 preschool children from age two to entry into Kindergarten. Census included 40 preschool and eight staff. The program will operate Monday through Friday from 7:30 AM to 5:30 PM. The fire clearance was granted on 12/16/2021.

Applicant acknowledges that the following documents must be posted at all times: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, Effects of Lead Exposure, car seat poster, menus, and daily schedule. AS and LPA provided and discussed LIC311A and the forms that must be in each child's and each staff member's file. The facility will provide breakfast, lunch, and snacks.

INDOOR ACTIVITY SPACE:
There are six classrooms: Twos 1 (ages 2-2.5), Twos 2 (ages 2.5-3), Preschool (ages 3-4), Preschool 2 (ages 3-4), Pre-K (ages 4-5) and Jr. K (ages 4-5). AS and LPA observed sufficient amount of age-appropriate equipment, toys, tables, chairs, and cubbies.There is a kitchen to support the food service equipped with a stove, refrigerator, dish washer and washer and dryer. There is a first aid kit in each classroom. AS and LPA observed cleaning disinfectants appropriately stored. Applicant stated medications are stored in the office. Applicant stated there are no firearms on the premises. Applicant stated there will be pitchers and sippy cups available in the classroom. AS and LPA observed carbon monoxide detectors throughout the facility. AS and LPA observed an electronic sign in and sign out system.

AS used previously measurements from report date 9/18/2019. The total classroom space contains a total of 4,876 square feet, which will accommodate the requested capacity of 130 preschool children. The facility has a total of 14 sinks and 14 toilets available for children, which 12 toilets and 12 sinks are designated for preschool children. There is a separate private restroom for the staff. Children who become ill during the day will be isolated in the office and will use the staff restroom, if necessary.

OUTDOOR ACTIVITY SPACE:
There is an outdoor area for preschool that is physically separate from the infant outdoor space. The outdoor play area is surrounded by a fence that is at least four feet tall. There are two non-anchored play structure on the playground. The bigger play structure has a safety label and designed for children ages 2-5. The smaller structure does not have a safety label. Applicant was reminded to follow safety label and manufacturer guidelines. AS and LPA observed sufficient amount of age-appropriate equipment and toys. There are shaded areas supplied by a sail canopy and trees. AS and LPA observed artificial grass used as cushioned under climbing structure.

AS used measurements from report date 9/18/19. The outdoor play area contains a total of 7,574 square feet, which will not accommodate Applicant's request for 130 preschool children. The facility is requesting to have the younger preschool children share the infant/toddler yard. Based on previous measurements from report date 9/18/19, the infant/toddler playground measured 2,953.56 square feet which can accommodate a maximum of 39 preschool children. There shall be no more than 100 preschoolers on the main preschool playground at a time, and no more than 39 preschoolers on the infant/toddler playground at a time. The facility will provide drinking water via water cooler, and have children bring sippy cups. Applicant stated the facility will also provide sippy cups for those children who do not have one.

AS discussed the following: 100% supervision is required at all times; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. AS discussed with Applicant any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days.

Prior to this inspection, AS emailed Effects of Lead Exposure brochure and Provider Notice Information (PIN) 21-21 (Release of the Written Directives for Lead Testing of Water in Licensed Child Care Centers per AB 2370). AS and LPA reviewed lead testing requirement and COVID-19 technical assistance with the applicant.

This facility plans to provide Incidental Medical Services - IMS. For IMS information, see Evaluator Manuel - Regulation Interpretations and Procedures for Child Care Centers Section 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.



Licensee was encouraged to visit the Department website at WWW.CCLD.CA.GOV for child care updates, current forms, legislation and regulation information. A copy of this report will remain on file for a period of three years for public review upon request.

The following items are required before a license will be issued:

1. Final CPR/First Aid certificate for Naveet


2. Shared playground waiver request for the younger preschools to use the infant/toddler playground
3. Pending Licensing Program Manager Keven Peter’s final review
