Application Specialist (AS) Mai Lor and Licensing Program Analyst (LPA) Jeremey McClain met with Applicant Scott Edmiston and Director Navneet (Nita) Baring for the purpose of an announced pre-licensing change of ownership inspection. This is a change of ownership from Growing Brilliant (#313623210). Applicant request a school-age license to serve 28 school-age children enrolled in Kindergarten and above. Census included seven children and one staff. The program will operate Monday through Friday from 7:30 AM to 5:30 PM. The fire clearance was granted on12/16/2021.

Applicant acknowledges that the following documents must be posted at all times: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, Effects of Lead Exposure, car seat poster, menus, and daily schedule. AS and LPA provided and discussed LIC311A and the forms that must be in each child's and each staff member's file. The facility will provide breakfast, lunch, and snacks.

INDOOR ACTIVITY SPACE:

There is one classroom with two adjacent activity areas. AS and LPA observed sufficient amount of age-appropriate equipment, toys, tables, and cubbies. There is a kitchen to support the food service equipped with a stove, refrigerator, dish washer and washer and dryer. There is a first aid kit in each classroom. AS and LPA observed cleaning disinfectants and poisons not appropriately stored. Applicant stated medications are stored in the kitchen. Applicant stated there are no firearms on the premises. Applicant stated drinking water will be provided via water cooler. AS and LPA observed carbon monoxide detectors throughout the facility. AS and LPA observed an electronic sign-in and sign-out system.

AS used previous measurements from report dated 9/18/19. The total classroom space contains a total of 1,606.38 square feet, which will accommodate the requested capacity for 28 school-age children. There are private restrooms with 2 toilets and 2 sinks for the children, and a separate private restroom for the staff. Children who become ill during the day will be isolated in the office and will use the staff restroom, if necessary.

OUTDOOR ACTIVITY SPACE:
There is a preschool outdoor area that is separate from the infant outdoor activity space. The outdoor play area is surrounded by a fence that is at least four feet tall. The Applicant stated the school-age children will share the preschool play yard. The facility must submit a shared playground waiver. There are two non-anchored play structure on the playground. The bigger play structure has a safety label and designed for children ages 2-5. The smaller structure does not have a safety label. Applicant was reminded to follow safety label and manufacturer guidelines. Applicant was reminded that children must use age-appropriate toys and equipment at all times. AS and LPA observed sufficient amount of age-appropriate equipment and toys. There are shaded areas supplied by trees and a canopy sail. AS and LPA observe artificial grass used as cushioned under climbing structure.

AS used previous measurements from report dated 9/18/19. The outdoor play area contains a total of 7,574 square feet, which will accommodate Applicant's request for 28 school children.

AS discussed the following: 100% supervision is required at all times; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. AS discussed with Applicant any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days.

Prior to this inspection, AS emailed Effects of Lead Exposure brochure and Provider Notice Information (PIN) 21-21 (Release of the Written Directives for Lead Testing of Water in Licensed Child Care Centers per AB 2370). AS and LPA reviewed lead testing requirement and COVID-19 technical assistance with the applicant.

This facility plans to provide Incidental Medical Services - IMS. For IMS information, see Evaluator Manuel - Regulation Interpretations and Procedures for Child Care Centers Section 101173 and 101226. Licensee was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
