On August 12th, 2022, Licensing Program Analyst (LPA) Jeremey McClain and Licensing Program Manager (LPM) Keven Peters met with Licensee Shanin Tulloh for the purpose of an unannounced case management inspection. Licensee has changed locations and has also requested to increase to a Large Family childcare. All individuals subject to criminal background review have obtained a criminal record clearance. LPA verified with Licensee that her current associations are accurate.

Licensee’s hours of operation will be Monday – Friday 6:30 am to 5:30 pm.

The home consists of three bedrooms, a bathroom, a kitchen, and two living rooms. A health and safety inspection was conducted in all areas accessible to children. Off-limits areas will be all bedrooms of the home and the garage. The fire place is screened.

Licensee understands that 100% supervision is required in unfenced areas.

CPR and First Aid Certification was verified and expires 09/2023. Licensee has current AB1207 Mandated Reporter Training through 06/2024.

A fire clearance was granted on July 1st, 2022.

LPA discussed ratios for a large capacity and personnel records. Licensee understands that her own children under the age of 10 count towards the total ratio and capacity. LPA discussed required documentation for adult and minor assistants.

Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep
as an additional resource. LPA also informed licenseeof the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Effective today, August 12th, 2022, Licensee’s request for a Large Family Child Care License is approved. Licensee can now provide care for 12 children (when there is an assistant present) with no more than 4 infants or capacity of 14 children when 1 child in kindergarten or elementary school and 1 child at least age 6 and a maximum of 3 infants. Infants are children under the age of two years. Licensee understands that when there is no assistant present, ratios of a small capacity must be adhered to.

Licensee was encouraged to visit the Department website at WWW.CCLD.CA.GOV for childcare updates, current forms, legislation and regulation information. This facility evaluation report was reviewed and discussed with the licensee.

LPM Peters consulted with Licensee regarding a citation of operating unlicensed, which was issued on 08/10/22. The citation will be brought into compliance per the inspection today.

An exit Interview was conducted, and a Notice of Site Visit was provided, which should remain posted for 30 days for parental review.
