THIS IS AN AMENDED REPORT THAT INCLUDES VERBIAGE FOR BOTH COMPONENTS ON THE SINGLE LICENSE:
On 12/11/2023, Centralized Application Bureau (CAB) Licensing Program Analyst (LPA) Arianna Manabat met with Applicant Puneet Nathani for the purpose of an announced change of ownership pre-licensing inspection. This is a change of ownership from (BUILDING KIDZ - ROSEVILLE WEST - 313623347). Applicant requests the following components: Infant (CAPACITY: 16) AGES 0-24 MONTHS IN CLASSES 3 AND 5 and PRESCHOOL (CAPACITY 48) AGES 2 YEARS TO ENTRY INTO FIRST GRADE IN CLASSES 1,2, AND 4. The Census included 6 infants, 18 preschool children, six staff members, the Director, and Applicant. The program will operate 7:00 AM - 6:00 PM Monday through Friday. The fire clearance was granted on 09/11/2023.

LPA reviewed with applicant the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted. Applicant acknowledges that the following documents must be posted at all times: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, Effects of Lead Exposure, car seat poster, menus, and daily schedule. Applicant stated that the facility provides snacks or lunch.

INDOOR ACTIVITY SPACE:
There are five rooms in use for the facility. Rooms 1,4 and 5 serve the preschoolers and 2 and 3 serve infants. LPA observed sufficient amount of age- appropriate equipment, toys, tables, and cubbies. There is a first aid kit in each classroom. Applicant stated medications are stored in the front of the facility in a locked area. Applicant stated there are no firearms or bodies of water on the premises. Applicant stated indoor and outdoor drinking water will be provided via water cups and filtered water. LPA observed a carbon monoxide detector within the facility. LPA observed a sign-in/sign-out sheet posted at the front entry point via a QR code, PIN code, and back up paper sign-in/ sign-out sheets. (Report continued on subsequent LIC 809)

CAB LPA used the measurements that were previously recorded on 12/12/2019. The total preschool classroom space contains 2,727.11 square feet and the Infant space totals as 1142.475 square feet which is enough for the 16 and 48 infant and preschoolers requested. There are a total of two changing table within arms reach of a sink, 6 cribs for the infants, and a separate private restroom for the staff. A total 4 toilets and 7 sinks. Two of the 7 sinks is a portable, CAB LPA advised the Facility Representative section 101239(e)(4) Fixtures, Furniture, Equipment and Supplies: All toilets, hand washing and bathing facilities shall be maintained in safe and sanitary operating condition. Children who become ill during the day will be isolated in the front office area and will utilize the staff restrooms. Individual measurements are recorded on the Capacity Worksheet (LIC 9024).

OUTDOOR ACTIVITY SPACE:
LPA observed one outdoor yard on site with rod iron fencing that meets title 22 regulations. The play yard is being utilized by both the preschool and the infant components. The licensee representative has submitted an insufficient outdoor play space waiver to rotate children from the preschool and infant components. LPA observed canopies and sides of buildings can be utilized for shade. The playground contains a soft rubber mulch flooring that extends half of the yard. This is used for cushioning any impact to falls. LPA observed sufficient amount of age appropriate equipment and toys. Applicant was reminded that children are to use age appropriate toys and equipment.

The outdoor play area contains a total of 2403.49 square feet, which will not accommodate Applicant's request for 48 preschool children. The licensee representative has submitted a rotational outdoor waiver request to rotate groups of 32 children outdoors at one time. Individual measurements are recorded on the Capacity Worksheet (LIC 9024).

LPA discussed: 100% supervision is required at all times; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. LPA discussed with Applicant any changes that may occur regarding the Director or an employee acting in the Director's absence must be reported to department within 10 working days.

Facility Representatives was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
