25 | On December 11, 2025, Licensing Program Analyst (LPA) Stephanie Piring met with Licensee, Aqeela Usmani, for the purpose of an announced change of location pre-licensing inspection from facility 343625095and a capacity increase from 8 to 14 children. During today's inspection the licenses spouse supported with translation. The licensees primary language is Pashto. All individuals subject to criminal background review have obtained a criminal record clearance. Hours of operation will be: Monday through Friday from 7:00AM to 9:00PM.
The home is a two-story single family home which includes 3 bedrooms, 2.5 bathrooms, loft, kitchen, a living room, family room, laundry room, garage and backyard. Off-limits areas include: Entire upstairs, garage, and backyard. Licensee understands children may never enter off-limit areas. Fire Clearance was granted on 12/04/2025 by Roseville Fire Prevention.
A health and safety inspection was conducted on the interior and exterior of the home. Toxic and hazardous items, sharp knives, and medications are inaccessible to children. LPA observed a functioning smoke detector, carbon monoxide detector, and a fully charged 2A10BC fire extinguisher within the home. LPA observed stairs are properly barricaded to meet regulation. Licensee stated that there are no poisons in the home. LPA advised the licensee that if there are ever any poisons at the home, all poisons must be locked with a key lock or combination lock. Licensee stated there are no weapons or bodies of water on the premise.
Licensee has completed the required Preventative Health and Safety course with the Lead Poisoning Prevention training. Current EMSA approved pediatric CPR/First Aid training's was completed and expires May/2027. Licensee understands CPR training must be completed every two years. Mandated Reporter Training is not offered in licensee primary language, therefore she is exempt from the training.
LPA discussed capacity and supervision with applicant. Licensee understands that if an unusual incident occurs, licensing is to be notified via phone call, e-mail or fax within 24 hours and the Unusual Incident Report LIC 624 shall be submitted within 7 days to remain in compliance. LPA discussed Type A/B citations, open door policy, fire drills, children’s personal rights with the applicant. Licensee understands a current roster of children enrolled must be available and maintained for a period of three years, even after children are no longer attending.
