25 | On May 11, 2026, Licensing Program Analyst (LPA) Stephanie Piring met with Licensees Sahiba and Zahidullah Babari, for the purpose of an announced pre-licensing change of location inspection from facility 313625478. All individuals subject to criminal background review have obtained a criminal record clearance. The licensees minor children were present during todays inspection. Hours of operation will be: Monday through Friday from 07:00 AM to 10:00 PM.
Fire Clearance was granted on 5/5/2026 by Roseville Fire Prevention. The home is a two story single family home which includes 5 bedrooms, 4 bathrooms, kitchen, a living room, office, laundry room, loft, garage and backyard. Off-limits areas include: entire upstairs, garage, and backyard. Licensee plans to use the backyard in the future once landscaping is complete. Licensee understands children may never enter off-limit areas.
A health and safety inspection was conducted on the interior and exterior of the home. Toxic and hazardous items, sharp knives, and medications are inaccessible to children. LPA observed a functioning smoke detector, carbon monoxide detector, and a fully charged 2A10BC fire extinguisher within the home. LPA observed stairs are properly barricaded to meet regulation. Licensee stated that there are no poisons in the home. LPA advised the licensees that if there are ever any poisons at the home, all poisons must be locked with a key lock or combination lock. Licensee stated there are no weapons or bodies of water on the premises.
Licensee has completed the required Preventative Health and Safety course with the Lead Poisoning Prevention training. Current EMSA approved pediatric CPR/First Aid trainings was completed and expires June 2026 and January 2028. Mandated Reporter Training was completed and expires January 2028. Licensee understands both CPR and mandated reporter training's’ must be completed every two years.
LPA discussed capacity and supervision with licensees. Licensee understands that if an unusual incident occurs, licensing is to be notified via phone call, e-mail or fax within 24 hours and the Unusual Incident Report LIC 624 shall be submitted within 7 days to remain in compliance. LPA discussed Type A/B citations, open door policy, fire drills, children’s personal rights with the applicant. Applicant understands a current roster of children enrolled must be available and maintained for a period of three years, even after children are no longer attending.
