Licensing Program Analyst (LPA) Bethany Mirlohi arrived unannounced to deliver findings into allegations listed above. LPA met with Roxana Bucurenciu during today’s visit. LPA completed required COVID-19 testing protocols, and a daily self-screening questionnaire for symptoms of COVID-19 infection to affirm no COVID-19 related symptoms; contacted licensee and completed a facility risk assessment. LPA ensured they applied hand sanitizer before entering the facility and the following Personal Protective Equipment (PPE) was worn: N-95 Masks.
During complaint investigation the department found administrator made false claims to CCL in regards to R1’s care and condition. The department interviewed administrator in which she reported she observed R1 at 0600-0630 and called emergency services immediately. In addition administrator told the department that she called emergency services due to concerns R1 had a stroke and that the boil was not open. The department obtained the audio from the call to the emergency services. Administrator placed a call to ambulance services not 911 on 9/14/20 at 9:19:49 hours. Administrator told the dispatcher that R1 needed a transport for IV antibiotics only. Administrator told the dispatcher that the boil had “opened up” the previous night, and R1 has a diagnosis of dementia but is at “baseline”.
Additionally, through the investigation the department found the facility did not have a needs and service plan for R1.
There are deficiencies cited on 809-D. Appeal rights given.
