13 | On 09/27/2023, Licensing Program Analyst (LPA) Chinwe Nwogene conducted an office visit with Licensee, Rebecca Carrasco at the Riverside Adult and Senior Care Regional Office, to deliver the finding on the allegation mentioned above. During the investigation Licensee, and Resident’s Responsible Party (RP) were interviewed and resident’s file was reviewed.
Regarding the allegation “Licensee over-charged resident”, It was alleged Licensee overcharged resident for April 2022, May 2022 and June 2022 rent. LPA interviewed licensee who denied overcharging resident. Licensee stated resident moved out in July 2022. Resident’s rental amount was $3,030. Residents Responsible Party (RP) paid only $900 for April 2022 and $900 for May 2022 rent. Licensee state resident applied for SSI benefit, and on 05/02/2022 resident received two checks $1519.76 and $3514.69 total of $5034.45 that was applied towards resident’s June 2023 and July 2023 rent. Licensee reported the two checks were the only SSI checks resident received. Licensee provided LPA pictures of the SSI checks and text message exchange between Licensee and Resident's RP. Resident’s Responsible Party (RP) was interviewed, interview revealed resident only paid $900 for April 2022 rent and $900 for May 2022 rent because Licensee was going to receive the rest of the rent from SSI. Resident’s RP provided LPA a picture of the $1800 payment. Resident’s file review revealed resident’s rent was $3,030. Resident only paid $900 for April 2022 and $900 for May 2022 and the SSI payments licensee received was not enough to cover resident’s monthly $3,030 rent.
This agency has investigated the complaint alleging Licensee over-charged resident. We have found that the complaint was unfounded, meaning that the allegation is false, could not have happened and/or is without a reasonable basis. We have therefore dismissed the complaint. An exit interview was conducted, and a copy of this report was reviewed with and provided to Rebecca Carrasco. |
