25 | Licensing Program Manager (LPM), Rikesha Stamps, and Licensing Program Analyst (LPA), Stephanie Martinez, conducted an announced office meeting with Licensee, Channe Carlos, on the above date for the purpose of following up on the Plan of Correction (POC) established following a substantiated complaint, # 18-AS-20230323131654.
The Riverside Regional Office held a meeting with the Licensee, Channe Carlos, due to the Licensee not ensuring the POC, which was due 02/14/2024, was completed. The POC, which was for a payment plan for a rate refund to be established with the responsible party of Resident One (R1), was not received by the responsible party by 02/14/2024. In addition, the letter that was provided to the Department by the Licensee indicates the responsible party will receive payment arrangement options as soon as they've been determined, rather than the Licensee setting up a plan to make installment payments, as she had agreed to do when establishing the POC. According to Licensee Carlos, she did make contact with the responsible party on 02/16/2024 in which she offered to pay the individual $5 monthly. The Licensee explained the responsible party disagreed with the payment plan. The Licensee Carlos stated she understands the refund should be provided; however, only installments can be provided at this time. She stated she will continue to make contact with the responsible party by email. The RO informed Licensee Carlos proof of contact shall be provided by 03/15/2024. Licensee Carlos agreed to provide the Department with information on the form of payment and an email notification as proof of correspondence with the responsible party. During today’s meeting the Licensee was notified the Department may have concerns about their financial plan being noncompliant with applicable regulations which could result in a solvency audit on their existing facility as a result of the Licensee not satisfying the POC for rate refund.
An exit interview was conducted; this report was reviewed with Licensee Carlos and a copy was provided, along with the LIC 811. |
