Licensing Program Analyst (LPA) Jesse Gardner conducted an unannounced subsequent complaint visit to the facility. LPA met with Director informed them of the purpose of this visit. During this investigation LPA conducted interviews with the Director, other staff and children; and reviewed and obtained copies of facility documentation.

It was alleged there have been ongoing outbreaks of hand foot and mouth disease, pink eye, and Respiratory Syncytial Virus (RSV) going on throughout the daycare center and that staff are not cleaning properly. 5 out of 5 staff interviewed and a review of facility documentation did not provide evidence of a report case of hand, foot, and mouth disease at the center.

However, 5 out of 5 staff were able to confirm cases of pink eye involving staff, and children and through an internal investigation by the center, it was determined that a case of RSV was identified on 1/19/24, with two other cases on 1/24/24. In both instances, (1/19/24, and 1/24/24), it was found that the children involved were siblings. Record review indicated that notifications were made to parents in both situations involving pink eye, and RSV. Several staff were interviewed and all corroborated that toys are sanitized using a specific sanitizer and then are dried for 24 hours before being reintroduced to the children. Other separate clean toys are then swapped out for the ones being sanitized. This process goes on each day to ensure that the children are always playing with sanitized toys. Additionally, staff interviews stated that a multitude of cleaners are used throughout the facility for different things. Upon the tour of the center, LPA observed clean, and organized classrooms.

It was alleged that despite the outbreaks, the center was continuing to allow sick children to come to the center. Also, it was alleged that children are sent to different classrooms each day, so outbreaks were not being contained. LPA made observations of children entering the center and found that concluding a visual assessment by staff, each child was placed into a classroom with similar ages. 5 of 5 staff interviewed revealed that it is center policy to conduct a “head to toe” check of children who enter the center. If an illness is found, the parents are to be notified, as well as the center Director. Several staff interviews indicated that it is common for the parents to not be reached right away. If the parents cannot be reached via telephone, the child is placed in an isolation area until the parents can be contacted to pick up the child. It was alleged Staff do not allow children to use the bathroom as needed. Staff interviews revealed that children might have to wait approximately 3-5 minutes if the center is experiencing a ratio concern of not being able to observe the child in the restroom. Child interviews revealed that staff assist children when needed with going to the restroom.

Based on the information obtained the allegations are found to be unsubstantiated. A finding of UNSUBSTANTIATED means that although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur.

An exit interview was conducted, and a copy of this report was provided along with copies of the Appeal Rights were provided.

A Notice of Site visit was given, and the Licensee understands that it must remain posted for 30 days.
