32 | The staff member stated that they would not have allowed any other children in the facility's care to nap on the floor without a cot, and thought since they were the child's parent, it was okay for them to allow the child to nap on the floor without a cot. The Director acknowledged that she now understands that it is a violation to allow children to nap on the floor without a cot, and moving forward, no children will be allowed to sleep on the floor without a cot.
Based on the observations and information gather for this investigation, the facility staff did allow a child to nap on the floor without a proper sleeping cot which is a violation of Title 22 regulations. Therefore, the preponderance of evidence standard has been met in this case, and the allegation on the first page of this report is deemed SUBSTANTIATED at this time on this date.
An exit interview was conducted with Director Blanca Flores, A Notice of Site Visit was provided, appeal rights discussed and given to Licensee, along with a copy of this report.
THIS REPORT MUST BE AVAILABLE TO THE PUBLIC FOR THREE YEARS.
PLEASE NOTE: LPA Williams had to leave the facility at 12:00PM and return at 5:00PM to conduct an interview with an individual who was not present in the morning hours.
