13 | On the date and time listed above, Licensing Program Analyst (LPA) Giselle Carbullido conducted a subsequent complaint investigation to deliver final findings. Initial visits were conducted on 03/24/26 and 04/06/26 at which time LPA conducted interviews and reviewed records. LPA met with facility representative; Elizabeth Bunker, toured the facility and took a census.
During the investigation, LPA reviewed records and interviewed pertinent parties, including facility staff and authorized representatives. LPA was unable to interview all pertinent individuals.
It was alleged staff did not prevent daycare children from bullying (i.e. hitting/not sharing) or throwing rocks at other children with minimal or no redirection. Staff interviews reported that staff are mobile and spread apart for supervision, use verbal redirection and teach social skills when addressing fighting or unkind actions between children. Additionally, staff disclosed when behavior concerns are reported by children or parents, they follow up to ensure the safety of children. Staff also reported that occasionally a child is redirected from throwing rubber bark up in the air like confetti.
