On the above noted date and time, Licensing Program Analyst (LPA), Diana Brasel conducted an announced Case Management inspection for a Decrease in Capacity for the infant component. In addition on this date LPA measured rooms 02, 04, 5, 6, 7, 14, 15, 16, 17, 21, and 22 for the preschool license along with the 3 preschool outdoor playgrounds. The measurements for indoor and outdoor space are sufficient for the current licensed capacity. Upon arrival, LPA met with applicant representative Excelsa Deo Thomas Coordinator and Tanya Carter Site Manager. Applicant is requesting to be licensed for 24 infants in infant room 11, 18, and classroom 20.
Hours of operation will be Monday - Friday 7:30 am - 5:30 pm. Present during today’s inspection there were no children or staff. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Tanya Carter that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities.

LPA continued to tour the facility and measured new additional indoor and outdoor activity space. Total indoor activity space measured 1423.71, which is sufficient to accommodate the requested capacity of (24) Children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via bottle water, drinking fountains and disposable cups. In infant classroom 20 there are 8 cribs and 8 cots, there are sufficient toilets,sinks and changing tables. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 05/17/2024 for 55 infants, and updated LIC 200A obtained at time of visit reducing the requesting capacity to 24 children ages 0 -2 years of age.

LPA observed a total of (5) sinks, (3) toilets and 2 changing table available for children’s use. These are sufficient to accommodate the requested capacity of (24) children.

The facility currently has a fully fenced playground area. Fencing is chain link, is at least four feet high. The total square footage for all the outdoor activity space is 1078.15, which is insufficient to hold the requested capacity of 24 children. A playground waiver to share the playground at different times in the AM and PM due to limited square footage shall be submitted and approved prior to the approval for decreasing the capacity licensure. Shade is provided via a permanent canopy. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is artificial turf on the playground. Drinking water is available via bottle jugs and disposable cups. LPA observed all hazardous items on the playground to be inaccessible to children. Tanya Carter Site Manager was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).


The following corrections are needed prior to the issuance of the license:
1. A playground waiver to share the playground at different times in the AM and PM due to limited
square footage shall be submitted and approved prior to the approval for decreasing the capacity
licensure.
2. An updated Fire Clearance shall be obtained by LPA to show the change of requested capacity from
55 to 24.

Site Manager Tanya Carter understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
