13 | On 03/18/26, Licensing Program Analyst (LPA), Kelli Waters, made a subsequent unannounced complaint investigation visit to deliver the findings for the above-referenced allegation. LPA toured the facility, conducted a census, and met with Director, Katrina Wanemacher, who was informed of the decision rendered.
On 02/13/26, Community Care Licensing (CCLD) received a complaint alleging that staff (S1) inappropriately touched daycare child (C1) by applying soap to a minor’s genital area.
LPA Waters conducted a facility inspection, confidential interviews, reviewed facility video footage and records, including a police investigation report obtained from the Murrieta Police Department. Based on the information gathered during the investigation, C1 identified S1 and alleged that S1 applied soap to C1’s genital area while C1 was attending the childcare facility. However, the information obtained did not corroborate C1’s statements that staff used soap while assisting with toileting needs, nor did it support that inappropriate touching occurred. |
