On October 05, 2023, Licensing Program Analyst (LPA) William Chancellor arrived unannounced to Stepping Stones Child Development Center (CCC) and met with Director Roxanne Walker to deliver the investigative finding’s regarding the allegations listed above. On September 13, 2023, at 7:45AM LPA opened the investigation at the CCC and conducted a census, nine children were present. During this investigation, LPA conducted interviews with Director and two staff.
On September 7, 2023, Community Care Licensing (CCL) received a complaint alleging a child was injured in care due to lack of supervision. On September 6, 2023, Parent 1(P1) was notified that C1 was bit and scratched on the face by C2. P1 was notified an hour after the incident and no other injuries were disclosed. During the process of the investigation, four (4) of four (4) interviews confirmed that one teacher is present when children arrive between 6:30-7:30AM. All children, regardless of age, will join in the frog’s classroom, until 7:30AM when the second staff member arrives and then the younger twos will go into the next classroom. During LPA’s visit, LPA confirmed that children are observed when on the other side of the classroom. It is alleged that on the date of the incident, while S1 was helping assist a group of children cutting out letters, S1 had a line of sight on C1 and C2 on the other side of the classroom. Although the injuries did occur, LPA could not corroborate that C1s injuries resulted due to lack of supervision.

Regarding the second allegation, staff do not supervise children in care at all times. It was alleged that C2 was supposed to be under closer supervision, due to a history of biting peers. However, on September 6, 2023, C1 obtained multiple injuries to the face and various scratches over the body. Interviews and record review revealed that staff was alone with six (6) children and in a sudden instance, C2 bit and scratched C1 in the face and pulled C1 to the floor, resulting in C1 bumping into play furniture. Staff had a line of sight on both children while engaging with older peers cutting out letters. While the series of events did happen, the behavior was neither predictable nor instigated. Staff immediately separated both children and parents were notified in a timely manner.

LPA is unable to corroborate the allegations that a child was injured in care due to lack of supervision and staff do not supervise children in care at all times. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the allegation did or did not occur, therefore the allegations are unsubstantiated.

An exit interview was conducted, a copy of this report along with appeal rights were discussed and provided to Director Roxanne Walker. A notice of site visit was also provided and must remain posted for 30 days.
