25 | Licensing Program Analyst (LPA) William Chancellor conducted an unannounced annual inspection for a large family childcare at the above home on January 9, 2025, at 10:20 AM. LPA met with Licensee Heather Young, who guided LPA on a tour of the home. There were twelve children present when LPA arrived, including one assistant.
The facility operates Monday through Friday 7:30 AM- 6PM. Certain areas are off-limits, including the attached garage, laundry room, and entire second floor. The facility has a family room and second backyard that children are escorted through, however children do not access these areas while in care. The facility is licensed as a large Family Child Care Home (FCCH) with a maximum capacity of fourteen (14) children and is operating within the licensed capacity of the license. The fire clearance for a large family childcare was approved by Temecula Fire Department. LPA observed the stairs to be barricaded while children were present.
During the inspection, LPA observed Licensee and assistant to be interacting with children signing songs, eating lunch and transitioning to nap. A working cell phone is available, and the current phone number on file is correct. A fully charged fire extinguisher (2A:10BC) was observed, along with a functioning smoke detector and carbon monoxide detector, both of which were tested by LPA. The fireplace is properly screened to prevent access by children, and all hazardous items, including toxins, are stored securely and are inaccessible to children. LPA discussed all cleaning products listed as a poison, should be stored behind lock and key.
The facility provides clean, safe, and age-appropriate toys for children. LPA confirmed all required postings were visible in the entry way, including the Facility Sketch, Emergency Disaster Plan, and Notification of Parent’s Rights, are displayed. Fire and disaster drill documentation has not been maintained and is not incompliance, with the last drill documented in January 2025.
