25 | On 02/19/2025 at 12:15 PM, Licensing Program Analyst (LPA) Tiffanie Diep met with Licensee Lourdes Felix for the purpose of an unannounced case management inspection to change Licensee's backyard from off limits to on limits, and Licensee guided LPA on a tour of the home. Licensee’s primary language is Spanish. Licensee was able to speak and understand limited English. LPA observed ten children present in the home with Licensee and their assistant (S1). Licensee's operating hours are Monday through Saturday from 4:00 AM to 2:00 AM. LPA verified that annual fees are current. All individuals subject to a criminal record review have obtained a criminal record clearance.
LPA conducted an inspection of the home’s interior and exterior in all areas accessible to children. The backyard was inspected and is surrounded by a wooden fence. LPA walked the perimeter of the backyard and verified that the entire area is fenced in. The backyard will be made on limits effective today, February 19, 2025. The off-limits areas in the home will be the bedroom next to the front entrance, bedroom behind the bathroom, and detached garage. Licensee acknowledged that children may never enter the off-limits areas. LPA toured the kitchen area and verified knives were inaccessible to children in care. LPA observed a restroom and verified that toxic and hazardous items were inaccessible to children in care. LPA observed cleaners stored under the kitchen sink and in the laundry room inaccessible to children in care. LPA observed the living room with age-appropriate toys for children. Licensee stated there are no weapons in the home. There is no fireplace in the home. Licensee confirmed there are no accessible bodies of water on the premises at this time. Licensee understands all bodies of water, including in-ground and above-ground pools, hot tubs, spas, and ponds, must be inaccessible to children in care and be properly covered or fenced according to Title 22 Regulations. The Department must be notified prior to installation of these and similar bodies of water. LPA referred Licensee to the Department website for new pool safety requirements effective January 1, 2025: Child Care Provider Webinar 2024 Q4 and PIN 25-01-CCP.
