25 | On December 2, 2025, at 11:35 AM, Licensing Program Analyst (LPA) Courtnee Peebles arrived unannounced at Murrieta University (CCC) to conduct a case management visit. This visit followed an unusual incident report received on November 26, 2025, which stated that staff had detected a burning smell at the facility, prompting a 911 emergency call. The report also indicated that the fire alarm system had not been functioning properly for approximately six months.
During interviews, staff confirmed that the fire alarm had been inoperable for that period. They also reported a previous incident in which the alarm was triggered randomly on June 16 2025. At that time, both staff and the fire department were unable to determine the cause of the activation and subsequently discovered that the fire alarm system was not functioning properly and needed to be maintenance to bring it back into compliance, however the facility failed to do so. Furthermore, because the CCC is connected to other businesses, the malfunction created a significant safety hazard: if a fire alarm were triggered in a neighboring building, CCC’s alarm would not activate, and vice versa. Staff further reported that maintenance was performed on November 26, 2025, to restore the system to working conditions after being on fire watch for several hours. Parents were notified via Procare App at 1:21 PM informing them to pick children up, however not all children were picked up and left at the facility. Regarding the incident on November 26, 2025, although the fire alarm system was operational, it did not notify the fire department due to a programming error that prevented the system from reporting out. However due to these issues remaining unresolved as of November 26, 2025, given that the fire alarm system itself remained operational and the failure to notify the fire department was due to a programming error.
An exit interview was conducted, and a copy of this report was provided to Director Leticia Ruiz. A Notice of Site Visit was issued and must remain posted at the facility for 30 days.
