Licensing Program Analyst (LPA) James Wilkerson arrived at this facility to conduct an investigation into the above allegations. LPA toured the facility and conducted census. LPA met with Director, Carrie Rouch and discussed the allegations. There are allegations that the facility is unsanitary and that children are getting outbreaks of viral infections and that the facility is not providing a safe and comfortable environment causing children to get sick. Interviews with parents and staff were conducted. LPA received conflicting information from these interviews, with parents stating that there are a lot of children at this facility so it is a common thing for children to get sick, and that children get sick at other facilities in which they were enrolled, while other parents stated that they have not had any problems and don't view the facility as unsanitary, or causing the children to get any sicker that they would anywhere else where there are a lot of children. There is a parental concern that the faciity is causing children to get sick, but it could happen at any facility as well.

LPA cannot prove that the facility is unsanitary, causing children to be sick and that children are being put in an unsafe environment. SEE NEXT PAGE.

There is an allegation where children contracted ringworm. Staff interviews state that there hasn't been any outbreaks, and the disease can be contracted anywhere. There is an allegation that the facility staff do their best to keep the facility clean and sanitary, however, the facility is old and the cleanliness is questionable. LPA observed the facility to be located in an older strip mall and information was provided that this site was opened for day care purposes originally in 1993, and that the strip mall was here prior to that date. LPA observed a "musty" odor in the facility and primarily in the restrooms. The facility shares plumbing and the adjoining buildings with the rest of the strip mall. The facility does have a window in the Art Room with a crack, however the window is tempered glass and does not appear to be in any imminent danger of shattering. The cleanliness of the facility is subjective depending on the individual as discussed with the licensee and director.

LPA was provided with work contract from a cleaning service who arrive after closing hours to clean the facility Monday through Friday.

Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the allegations did or did not occur, therefore the allegation is UNSUBSTANTIATED.

An exit interview was conducted, appeal rights discussed and provided along with a Notice of Site Vist and a copy of this report on this date to the facility
