During today's visit, LPA observed renovations still in progress; areas with material debris and limitations to outdoor areas,
Interviews with relevant parties confirmed that construction began in July 2025. As a result, classrooms were shifted, access to outdoor play areas was limited due to ongoing work and debris, and noise levels increased during operating hours.
Based on interviews conducted, the Department has determined the preponderance of evidence standard has been met; therefore, the above allegations are found to be SUBSTANTIATED, per California Code of Regulations, Title 22, Division 12. See LIC9099D for deficiencies cited.
An exit interview was conducted, and appeal rights discussed. LPA provided Change of Ownership, Facility Representative, Lucita Vaughn with a copy of this report, notice of site visit and appeal rights. |
