On 09/26/2023, Licensing Program Analyst (LPA) Lorena Valenzuela met with Wee Care Children’s Learning Center Teacher Jessica Compagnon to deliver the findings of the complaint investigation for the above allegations. The investigation included an inspection of facility and a review of facility records on 07/20/2023. In addition, LPA interviewed Director, two staff, and an interview with a relevant party.
On July,11 2023, Community Care Licensing (CCL) received information that the facility staff did not provide adequate supervision to child in care, due to Child #1 (C1) having ran out of the facility into the outdoor area which is gated. In addition, it was reported there was an incident involving C1 in which staff handled C1 in a rough manner.
Regarding the allegation of facility staff not providing adequate supervision to C1, confidential interviews resulted in conflicting statements provided to LPA Valenzuela. Interviews revealed on 07/10/2023, C1 opened the door to C1’s classroom and C1 went into the adjoining classroom, but C1 did not go outside of the building. Other interviews revealed on 07/10/2023, C1 ran outside the building into the outdoor area.

Regarding the allegation of staff handling C1 in a rough manner, information received indicated a facility staff grabbed C1 by the arm aggressively and firmly placed C1 on the carpet, due to C1 misbehaving. Confidential interviews revealed staff were not observed grabbing C1 by the arm and being placed on the carpet. In addition, interviews revealed staff did not roughly handle C1 in any other manner.
Based on interviews and records review, the allegations that staff are not providing adequate supervision and staff handled Child #1 (C1) in a rough manner, may have occurred, however is not supported or proven by evidence. Therefore, the allegations are unsubstantiated at this time.

A copy of this report, appeal rights and Notice of Site Visit were provided to Teacher, Jessica Compagnon.

The Notice of Site Visit was posted by the licensee prior to LPA leaving the facility and the licensee was reminded this notice must be posted for 30 days.
