On 04/09/2024 at 11:48 am, Licensing Program Analyst's (LPA's), Diana Brasel and Ana Noble conducted an announced Pre-Licensing inspection for a New License. Upon arrival, LPA met with Program Director Carmela Garnica. Applicant is requesting to be licensed for (24) infants age 6 mos - 2 years of age in classroom #A and 12 toddler option children ages 18 mo. - 36 mos. in classroom #B. Hours of operation will be Monday - Friday 6:30 am - 5:30 pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Carmela Garnica that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. Carmela Garnica Program Director stated, there will be no medication on site. If a child needs medication the parent will be required to come to administer the medication. There is an operational carbon monoxide detector located in the Parent sign in are . Not all licensing documents were posted, see correction needed. Children will be signed in and out at the parent sign in area (entrance hall).

LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured 1928.65, which is sufficient to accommodate the requested capacity of 36 Children.

LPA observed all indoor activity space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, cribs, mats for infants who can climb out of a crib, bookshelves, and other activity supplies for the children. Toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms via drinking fountains, igloos and disposable drinking cups will provide drinking water outdoors. LPA observed not all hazardous items to be inaccessible to children, see corrections needed. There will be a splash pad located in the toddler playground, the construction has not been completed as of this date, see correction needed. There are no pools, spas or weapons on the property.

Fire clearance was granted on 03/02/2024.

High chairs and feeding tables have broad-based legs, plastic seats are in good repair and trays lock onto chairs. High chairs are made of washable, moisture-resistant material. Changing tables have at least 1” padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3” high and the changing table is within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. Crib area is separated from activity space via a crib area divider wall. Currently there are areas of the crib area wall that are NOT at least four feet high. The crib wall is made out of wood and plexi glass, the sound absorbing material allows for supervision of napping children. Sleep logs are kept in infant room. Needs and Services Plans and Sleep Plans are kept in infant room.

There are two changing tables and two age appropriated toilets for the infants and toddlers. LPA observed a total of 4 sinks which will be available for children’s use. These are sufficient to accommodate the requested capacity of 36 children. There are two separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the office.

Facility will provide breakfast, lunch, and snack. The kitchen area currently includes stove, refrigerator, and sink. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. There was no food observed on today's visit, see correction needed. Food will be stored separate from the cleaning materials. During today's inspection there were no hazardous items observed in the kitchen, per the program director the hazardous items will be stored inaccessible in the kitchen.

The facility currently has a fully fenced playground area which is separate from other components. Fencing is chain link, and one wall is a block wall that is at least four feet high. The total square footage for all the outdoor activity space for infant is 6975.06 and for toddler option is 5855.81, which is sufficient to accommodate the requested capacity's.

Shade is provided via permanent shade structure On today's visit the outdoor play area is under construction, see correction needed. There is adequate cushioning material on the infant playground (1) only on today's visit. (rubber padding)

Program Director was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).



The following corrections are needed prior to the issuance of the license:
1. Proof that the infant wall is 4 feet in ALL areas.
2. Proof of the completed parent board with all Licensing required postings.
3. Proof that all debris and weeds have been removed from both outdoor
playgrounds.
4. Proof that all holes (sprinklers) located on the infant playground have been
filled.
5. Proof that the Edison and Water utility access area on the infant playground
have been made inaccessible.
6. Proof of completion that the play equipment has been installed onto both
outdoor playgrounds, infant and toddler option.
7. Proof that all outlet covers that are accessible to children have been covered.
8. Proof that all room dividers have been anchored to the wall.
9. Proof that all children's cubbies have been anchored to the wall.
10. Proof that the laundry room, kitchen, and changing room have been made
inaccessible.
