On February 13, 2024 at 10:03 am, Licensing Program Analysts (LPAs), Diana Brasel and Ana Noble conducted an announced Pre-Licensing inspection for a Change of Ownership. Upon arrival, LPA's met with Applicant De Anne Mc Cashland Applicant is requesting to be licensed for 113 preschoolers, 40 Infants, and 58 School Ager's. Infants in classrooms Room 1-2, Pre-schoolers in classrooms 3, 4, 7, and 8, School Age in classrooms 5 and 9. Hours of operation will be Monday-Friday 6:30 am-6:00 pm. LPA's observed a total of 27 infants, 74 pre-schoolers, and 14 school-age during the visit.

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed DeAnne McCashland that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, McCashland stated that they will be in a higher cabinet located in the Main Office Building. A fully equipped first aid kit is located in each classroom in a backpack up high and out of reach. There is an operational carbon monoxide detector on site located in each classroom and kitchen. All required licensing documents were observed posted in the Main Office building. Children will be signed in and out at the Main Reception Office.

LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured, Infant 1838.36, which is sufficient to accommodate the requested capacity of (40) Children. Total indoor activity space measured, Pre-school 3616.64, which is not sufficient to accommodate the requested capacity of (113) Children. Total indoor activity space measured, School-Age, 2146.21, which is sufficient to accommodate the requested capacity of (58).

LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via drinking fountains and children dispensers. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 12/21/2023.

LPA observed a total of (5) sinks and (3) toilets available for Infant children’s use, total of (16) sinks and (11) toilets available for Pre-School children's use, total of (4) sinks and (4) toilets available for School-age. These are sufficient to accommodate the requested capacity of (40) Infant children,


(113) Pre-school, and (58) School-Age. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the in the Main Office.

High chairs and feeding tables have broad-based legs, plastic seats are in good repair and trays lock onto chairs. High chairs are made of washable, moisture-resistant material. Changing tables have at least 1” padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3” high and the changing table is within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. Crib area is separated from activity space, however the center section is only 2 '11" foot wall, which is not in compliance at the current time. This barrier is not at least four feet high, made of sound absorbing material and allows for supervision of napping children. Sleep logs are kept in each infant classroom #1 and 2. Needs and Services Plans and Sleep Plans are kept in each classroom #1 and 2.


There is at least one potty chair or toilet for every five infants. LPA observed a total of (5) sinks available for children’s use. These are sufficient to accommodate the requested capacity of (40) children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be located in the main office.

Facility will provide breakfast, lunch and snacks. The kitchen area currently includes refrigerator, sink and dishwasher. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via lockers doors in a separate area/room.

The facility currently has a fully fenced playground area. Fencing combination of wrought iron and block walls is at least four feet high. The total square footage for the outdoor activity space is Infant 7001.09, Preschool 8812.69, and School-age 11500.37. The Infant and School-age is sufficient to accommodate the requested capacity. The Pre-school is limited to Indoor space of 103 which is not sufficient to the requesting amount of 113 children. Shade is provided via umbrella & canopy in the infant play area, canopy in the Preschool and patio overhand/cover on the School Age playgrounds. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the Preschool and School Age playgrounds for children ages 2-5 on Preschool and 5-12 on School Age which is properly anchored. There is adequate cushioning in fall zones of climber provided by artificial turf, rubber madding and wood chips. Drinking water is available via drink fountain and children own water containers. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant McCashland was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).



The following corrections are needed prior to the issuance of the license:
1. Please submit proof of correction for the infant crib wall area to show it meets the minimum
requirement of 4 feet across and is constructed with sound absorbing material.
2. Please submit proof that the infant playground equipment has been power washed.
3. Please submit proof of repair to broken tile piece in infant room 2.

Applicant McCashland understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.”

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.”

Applicant, was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
