On March 18, 2024 at 12:00 pm, Licensing Program Analyst(LPA), Diana Brasel conducted an announced Pre-Licensing inspection for a Change of Ownership. Upon arrival, LPA met with Applicant representative De Anne Mc Cashland, the facility has requested 16 infant children for this address. Adjacent to this address is 4259 Jurupa Avenue Riverside, CA. 92506, which a change of ownership application has been submitted. A PL visit was conducted on 2/13/2024 for three requested components, 103 pre-schooler's, 40 Infants, and 58 School Ager's. Infants in classrooms Room 1-2, Pre-schoolers in classrooms 3, 4, 7, and 8, School Age in classrooms 5 and 9. It was discovered that the facility has two addresses adjacent to each other, 4251 and 4259 Jurupa Avenue Riverside CA 92506 (two parcels) since the 2/13/2024 visit. The facilities will be operating as one campus, one building located at 4251 Jurupa Avenue Riverside CA 92506 and three additional buildings with 3 components under license number 334846527 located at 4259 Jurupa Avenue Riverside CA 92506, once approved.
On todays visit 4251 Jurupa Avenue Riverside, CA 92506 was toured for the requested capacity of 16 infants. A granted approved Fire Clearance has been granted as of 12/21/2023 approving the capacity of 16 non-walking infant children at this address, noted as building 1. LPA observed a total of 15 infants with 4 staff. Hours of operation will be Monday-Friday 6:30 am-6:00 pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed DeAnne Mc Cashland that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Mc Cashland stated, they will be located in the Main Office Building. A fully equipped first aid kit is located in the classroom in a backpack up high and out of reach. There is an operational carbon monoxide detector on site located in each classroom and kitchen.

All required licensing documents were observed posted in the Main Office building. Children will be signed in and out at the Main Reception Office located at 4259 Jurupa Aveune, Riveside CA. 92506 adjacent too 4251, which will operate as one campus.

LPA Brasel conducted a tour of the non-waking infants in building 1 located at 4251 Jurupa Avenue Riverside on this date. The entire facility/campus indoors and outdoor activity space was toured and measured on 2/13/2024. Total indoor activity space measured, Infant non-walking in building 1 is 588.28, which is sufficient to accommodate the requested capacity of (16) Children.

LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classroom via Brita water. PA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property.

LPA observed a total of (3 sinks and 1 changing table for Infant children’s use). There is sufficient to accommodate the requested capacity of (16) Infant children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the in the Main Office.

High chairs and feeding tables have broad-based legs, plastic seats are in good repair and trays lock onto chairs. High chairs are made of washable, moisture-resistant material. Changing tables have at least 1” padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3” high and the changing table is within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. Crib area is separated from activity space with a newly installed wall to separate the napping area from the activity area which is a little over 4 feet tall. This barrier is at least four feet high, made of sound absorbing material and allows for supervision of napping children. Sleep logs are kept in the infant classroom. Needs and Services Plans and Sleep Plans are kept in the classroom.

Facility will provide breakfast, lunch and snacks. The kitchen area currently includes refrigerator, sink and dishwasher. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via lockers doors in a separate area/room.

The facility currently has a fully fenced playground area. Fencing combination of wrought iron and block walls is at least four feet high. The total square footage for the outdoor activity space for building 1 infant non-walking is 5329.15. The Infant is sufficient to accommodate the requested capacity. Shade is provided via an umbrella in the infant play area. There is adequate cushioning in fall zones of climber provided by rubber madding and grass. Drinking water is available via drink fountain and children own water containers. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant McCashland was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).



The following corrections are needed prior to the issuance of the license:
1. An updated Fire Clearance to identify building #1 notes and capacity will be requested to the Local
Fire. The facility has proved updated LIC 2002A's for both addresses of 4251 and 4259 Jurupa
Avenue Riverside, CA. 92506.
2. A processing fee for the amount of requested children of 16 will be needed and processed.
3. A granted Waiver for the Director to oversee both addresses of 4251 and 4259 Jurupa Avenue
Riverside CA 92506 working as one campus will be needed.
4. A granted Waiver for the infant building #2 playground outdoor schedule to not exceed 22 children
at any given time will be needed due to outdoor square footage.

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.”

Applicant, was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
