On 11/12/2024 at 10:00 am , Licensing Program Analyst(s) (LPA), Griselda Castellon and LPA's Diana Brasel conducted an announced Pre-Licensing inspection for a Change of Ownership. Upon arrival, LPA's met with Licensee Ma Del Socorro. Applicant is requesting to be licensed for 14 infants
6 weeks- 24 months in classroom 3, the napping area is room 2, 62 preschoolers 2-5 years old in classrooms 1, 4, 10A and 10B and 9; 17 school-age children ages 6-12 years old in classroom 5. Hours of operation will be Monday through Friday 6:00 am to 6:00 pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPA's informed
Ms. Ma and Ms. Delmy that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Ms. Ma stated that they will be in locked in the office. A fully equipped first aid kit is located in the office. Carbon monoxide detectors are located in all the classroom. All required licensing documents were observed posted in each classroom. Children will be signed in and out in the office.

LPA's continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured for infant 622.08, which is sufficient to accommodate the requested capacity, preschool 2180.44, which is sufficient to accommodate the requested capacity, school-age 622.08, which is sufficient to accommodate the requested capacity. . LPA's observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping mats, cribs, bookshelves, and other activity supplies for the children. Infant toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard.

Drinking water is available in the classrooms via water pitchers. LPA's observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 07/24/2024.

In the infant rooms highchairs and feeding tables have broad-based legs, plastic and wood seats are in good repair and trays lock onto chairs. High chairs are made of washable, moisture-resistant material. changing tables have at least 1” padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3” high and the changing table is within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Staff are preparing children's bottles in the kitchen area and not utilizing the diapering sink. Cribs meet regulatory requirements. Crib area is separated from activity space via room wall. This barrier is at least four feet high, made of sound absorbing material and allows for supervision of napping children. (see correction needed showing the installation of a gate/barrier for the large opening of the wall for the infant napping room.

LPA's observed no children's sink, toilet or potty chair for the infants (see correction needed), a total of 4 sinks and 6 toilets/urinals for preschool available for children's use, and 2 toilets and 2 sinks


available for children’s use. The infant is not sufficient to accommodate the requested capacity, the preschool and school-age is sufficient to accommodate the requested capacities. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the main office and staff restroom. There is also a staff lounge.

Facility will provide AM and PM snacks and lunch. The kitchen area currently includes 2 sinks, 2 ovens, 2 microwaves, 2 refrigerators, 4 freezers, and 1 stove. The kitchen area is labeled with Melody Lane signature to separate their food items and equipment from the Church items, as the space is shared. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food will be observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via door.

The facility currently has a fully fenced playground area for each component. Chain link, and wrought iron fencing surrounding the property is at least four feet high. The fencing on all playgrounds needs to be repaired or replaced (see corrections needed) The total square footage for the outdoor activity space for the infant 1815.70, which is sufficient to accommodate the requested capacity, preschool 2910.79 with the additional grassy area the total square footage for the outdoor activity is 8057.32 (a waiver shall be submitted showing the preschool and school-age children will be using the grassy area for additional outdoor play space using a time schedule), school-age 10000.00, which is sufficient to accommodate the requested capacity. Shade is provided via trees and wind sail on the infant playground. Shade is provided by trees on the preschool playground. Shade is provided via patio cover,on the school-age playground. There are sufficient outdoor age-appropriate toys and play equipment available on the playgrounds. There are climbing structures on each playground which are age appropriate for the groups that will use them. Some structures need to be repaired, replacement or removed, detailed corrections are located at the end of the report. Infant playground manufacture recommendation is for 6 months to 5 years old. Preschool playground manufacture recommendation is for 2 years to 5 years old. School-Age playground manufacture recommendation is for 5 to 12 years old. All equipment is properly anchored. There is adequate cushioning in fall zones of climbers provided by grass and rubber matting. Drinking water is available via water pitcher with disposable cups. LPA's observed all hazardous items on the playgrounds to be inaccessible to children. Applicant Ms.Ma and Ms. Delmy was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).



LPA's reviewed with the applicant the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

The applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA's discussed the safe sleep regulations with the applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA's also informed the applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

The following corrections are needed prior to the issuance of the license:
1. A submitted and granted waiver shall be obtained for the preschoolers to use as added activity
space and the school-age children to use with a time schedule.
2. A submitted and granted waiver shall be submitted for the preschool and school-age children to
share the cafeteria using a time schedule.
