32 | The LPA interviewed the Licensee and staff regarding the storage and use of medication on the premises. Interviews revealed that the Licensee does take prescription pain medication, which is obtained from a local pharmacy. Further interviews confirmed that all medications are securely stored and remain inaccessible to children. Based on the observations and interviews conducted, there is insufficient evidence to support the allegation that the Licensee’s conduct poses a risk to children in care.
The second allegation is Licensee hits children in care. During the course of the investigation, the Licensing Program Analyst (LPA) conducted interviews with the Licensee, facility staff, and children in care. Information gathered during these interviews revealed no evidence or reports of the Licensee or any staff member hitting or physically disciplining a child in care. Interviews further revealed that the Licensee utilizes "time-outs" as a form of discipline, but this is primarily for older children, and they do not exceed five minutes in duration. Based on the information obtained through interviews, there is insufficient evidence to support the allegation that the Licensee hits or physically disciplines children in care.
The third and final allegation is Licensee yells at children in care. During the investigation, the Licensing Program Analyst (LPA) conducted interviews with the Licensee, staff, and children in care. Interviews revealed that when the children become loud or distracted, the Licensee or staff may raise their voice in order to gain the children’s attention. Further interviews confirmed that they do not raise their voices in an aggressive or inappropriate manner, but only when necessary to regain control of the group. Based on the interviews conducted, there is insufficient evidence to support the allegation that the Licensee yells at children in a manner that would be considered inappropriate or harmful.
From the information received by interviews with Licensee and other pertaining individuals the above allegation cannot be verified. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the allegation did or did not occur, therefore, the allegations are UNSUBSTANTIATED.
An exit interview was conducted with Licensee Monica Voss, a Notice of Site Visit posted, and a copy of this report was provided to the facility on this date and time.
The LPA also interviewed the children in care and was unable to corroborate the allegation. |
