25 | Licensing Program Analyst (LPA) Sandra Pulido conducted an unannounced annual inspection for a large family childcare at the above home on 11/12/25 at 1:27 PM. LPA met with Licensee Sabreena Ibarra, who guided LPA on a tour of the home. There were 5 children present with Licensee when LPA arrived.
The facility operates Monday through Sunday from 1:00 AM to 12:00 AM each day. Certain areas are off-limits, including the entire second floor, backyard, and attached garage. LPA requested licensee submit an updated LIC 279 to the department. The facility is licensed as a large Family Child Care Home (FCCH) with a maximum capacity of fourteen children and is operating within the licensed capacity of the license. A fire clearance was approved 7/21/22 by the City of Perris. Transportation services are provided and LPA verified licensee has a valid driver’s license, automobile insurance and registration. Verification of control of property was reviewed and a rental agreement was observed.
A working cell phone and landline telephone is available, and the current phone numbers on file are correct. A fully charged fire extinguisher (2A:10BC) was observed, along with a functioning smoke detector and carbon monoxide detector, both of which were tested by the Licensee. The fireplace is barricaded by two 4-cuby structures, and all hazardous items, including toxins, are stored securely and are inaccessible to children. No weapons are present, and the Licensee, Sabreena Ibarra, understands that all firearms, weapons, and ammunition must be locked separately and made inaccessible as per Title 22 Regulations. Stairs are barricaded with a baby gate when children are in care.
The facility provides clean, safe, and age-appropriate toys for children. A current roster is on file, and required postings, including the license, Complaint Hotline, and Notification of Parent’s Rights, are
