32 | periods of time or at all; however, it was disclosed by the reporting party that a child was always in swing and/or crib at FCCH during pick-up time. Licensee denied the allegation. LPA did not observe any day care children in swing or crib during visits to FCCH. LPA was unable to corroborate the allegation.
Regarding the allegation licensee left day care children in highchair, it was alleged that children were in the highchair at pick-up but were not eating. Confidential interviews disclosed that none of the children had been observed in the highchair for long periods of time or when at the FCCH unless the child was eating. Another confidential interview stated that a child was frequently observed in the highchair playing with toys, but the licensee denied the allegation and stated highchairs are only used for eating. LPA did observe a child in the highchair during a visit to FCCH on 09/06/2023 and 10/25/2023 but child was being fed by licensee.
Regarding the allegation licensee did not feed day care child, it was alleged that licensee may not have been feeding a child. Confidential interviews disclosed that there were no issues with children being fed while at the FCCH; whereas another interview disclosed that child only gained two pounds during the four months attending the FCCH. Licensee stated that she provides breakfast, lunch and two snacks per day, uses the food program and parents are welcome to provide food for their child if they wish. Licensee denies the allegation and stated that she provided parents with a form that indicated what the child ate, and other pertinent information daily. LPA also observed licensee feeding a child during visits to the FCCH.
Regarding allegation licensee did not provide comfortable environment for day care children, it was alleged that due to the air conditioning being out the environment was not comfortable. LPA visited the FCCH on August 22, 2023 and September 6, 2023 and observed the temperature of the home did not exceed regulated guidelines. LPA also observed licensee to have multiple fans and taking measures to keep the home cool and comfortable during this time. Confidential interviews disclosed that parents were notified of the issue with air conditioning.
Regarding the allegation stating that the licensee left day care child unattended, on April 11, 2023, an LPA made an unannounced required visit to the facility and during the inspection observed that a child had been left unattended in the master bedroom and children on the second floor. Per information gathered and interviews conducted, LPA confirmed that this allegation was in reference to same child(ren) and the facility was cited for a lack of supervision. |
