On date and time listed, Licensing Program Analysts, (LPAs) Sumayya Habeebulla and Ana Noble, conducted a Case Management Inspection for a Capacity Decrease and an addition of a Toddler Component (10 Toddlers) to the Infant childcare. The proposed decrease would reduce the number of children in the infant program from 12 to 3 and would add 10 children to the Toddler Component program. LPAs met with Reyna Zubia, and a tour of the facility was conducted. A Fire Clearance was obtained on 08/05/21. LPAs observed the following:

Indoor Activity Areas:



LPA has determined that there is sufficient space to accommodate 3 infants and 10 toddlers for a total of 13 children in the child development classroom, which would include the Infant and Toddler Component Program.

Toddler/Bathroom Fixtures


1 toilets x 15 = 15 children
2 sinks x 15 = 30 children

2 changing Tables x 15 = 30 children

Outdoor Activity Area:

LPA has determined that there is sufficient space to accommodate 3 infants in the Infant Playground and 10 toddlers in the Toddler Playground.

The following corrections will be completed and submitted to the Department before Licensure –

1. Updated Facility sketch reflecting Preschool and Toddler Programs (indoor & Outdoor)

2. Updated LIC 610

3. Updated LIC 200A

Once all corrections have been received the capacity change will be submitted for final approval.

There are no deficiencies being cited at this time.



An exit interview was conducted, and this report was reviewed with Reyna Zubia. Appeal rights were discussed and provided during the exit interview. A notice of site visit was given and must remain posted for 30 days.
