25 | On July 30, 2026, Licensing Program Analysts (LPAs) Sandra Pulido, Gabriela Hernandez and Courtnee Peebles arrived at the facility unannounced for a separate matter. LPA met with licensee Audrey Millar and discussed the reason for the visit. A tour was conducted and census was taken. During the visit, LPAs observed 10 children in care.
During a complaint investigation conducted on June 3, 2026, the LPA completed confidential interviews with children and staff. Interviews with the children revealed that the licensee’s son, an adult who resides in the home, regularly assists with the daycare and is present in the daycare several times each week. During an interview, the adult stated that they are present in the daycare every day. Although they reported they are not as interactive with the children as they had been previously, they acknowledged interacting with the children upon entering the daycare.
LPA Pulido conducted a Guardian background clearance search, which revealed that the adult did not have an eligible criminal record clearance for approximately 5 months during the period they were present in and interacting with the children in care.
Based on interviews, observations, and record review, the LPA determined that an uncleared adult male residing in the home had been assisting in the daycare and interacting with children for several months before obtaining an eligible criminal record clearance. As a result, the licensee was cited with a Type A deficiency for violation of CCR section 102416(d)(1).
LPA Pulido informed licensee Audrey Millar that this report dated July 30, 2026 documents one Type A citation which shall be posted for 30 consecutive days as there is immediate risk to the health, safety, or personal rights of children in care.
