On 10/24/2024 at 11:50am, Licensing Program Analyst (LPA) Jeanette Sanchez arrived at the facility to provide complaint findings. LPA met with Licensee Rosa Verdugo.

On 7/29/2024, a complaint allegation was reported to Community Care Licensing (CCL), stating that licensee used an inappropriate form of discipline towards a child in care. Specifically, that the child was sent outside during high temperatures as a form of punishment.

During interview with licensee Rosa, she admitted to sending the child outside as a form of punishment. Licensee stated that authorized representative suggesed the punishment, as well as the child. Based on other interviews, child was hot and uncomfortable outside due to high temperatures.

Based on LPA interviews which were conducted, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED.

An exit interview was conducted, and this report was reviewed with licensees Rosa Verdugo. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

Licensees will submit a written statement demonstrating understanding of personal rights of children in care. Licensees will include alternative methods when addressing behavior concerns.

Licensee Rosa Verdguo admitted to having child sit outside as a form of punishment. According to interviews, the temperatures were high on days child was sent outside. This poses a potential health, safety or personal rights risk to persons in care.

On 10/24/2024 at 11:50am, Licensing Program Analyst (LPA) Jeanette Sanchez arrived at the facility to provide complaint findings. LPA met with Licensees Rosa Verdugo.

On 7/29/2024, a complaint allegation was reported to Community Care Licensing (CCL), stating that licensee uses inappropriate language in the presence of daycare children. Based on LPA interviews, some alleged that licensee uses profanity in Spanish while other interviews denied using such language.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated.

An exit interview was conducted, and this report was reviewed with licensees Rosa Verdugo. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
