On October 4, 2024, at 10:20 AM, Licensing Program Analyst’s (LPAs) Brian Morris and Anastasia Flores arrived for the purpose of conducting an inspection as part of a compliance review. Upon arrival, LPAs knocked on the front door and was allowed entry into the facility by Child care assistant Laura Mora. At 10:25 AM LPAs toured the facility, inside and out, and the following was observed and/or discussed:

· Normal days and hours of operation are: Monday to Friday 7:00 am to 5:30 pm.

· Off-limit areas include: All bedrooms, Garage, closet areas, right side of back yard, left side of backyard.

· The facility is licensed to have no more than 14 children as a Large FCCH and is operating within the licensed capacity and appropriate ratios. There were nine children to two staff.


· A working telephone is present, and the current phone number is on file.

· A fully charged fire extinguisher (2A:10BC) was observed. A smoke detector and carbon monoxide detector were present and tested by the Licensee during this inspection.

· Fireplace has protective screen to prevent in home fires or issues.

· All hazardous items were not stored inaccessible to children.

· Toxins were found not locked and accessible to children in care in the kitchen sink area.

· Weapons are present according to Title 22. Licensee understands all guns, weapons and ammunition must be key locked separately and made inaccessible per Title 22 Regulations

· Clean, safe, and age-appropriate toys are provided.

Licensee will ensure that Pediatric First Aide/CPR Certificates are obtained for at least two staff that are present in the facility at all times. Licensee will submit proof of correction to LPA Flores via email by 10/18/24.

· Facility Sketch, Emergency Disaster Plan and Notification of Parent’s Rights poster are posted. Updates to facility postings will be provided to the department by the licensee.

· Documentation of fire and disaster drills are on file – no students enrolled currently; fire drill not conducted.

· Licensee understands all bodies of water including ponds, above ground pools & spas, in-ground pools & spas, and some fountains must be properly covered or fenced per Title 22 Regulations. The Department must be notified before and after installation of the above types of bodies of water. In addition, all wading pools or similar product must be emptied immediately after use and stored in an upright position.

· Verification of control of property is on file.

· Children’s records are complete.

· Employee’s records are incomplete.

· Licensee’s Mandated Reporter Training is expired

Child care assistant Laura Mora was reminded that all adults 18 and over, living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Childcare Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Child care assistant Laura Mora and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Child care assistant Laura Mora was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

Additionally, there is a link to “Receive Important Updates” located on the right side of the page, immediately above Quick Links. One can add their email address and choose which program(s) they wish to receive Provider Information Notices (PIN) for.

During the exit interview, the Child care assistant Laura Mora, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

An exit interview was conducted, and this report was reviewed with the Childcare assistant Laura Mora. Appeal rights were discussed and provided during the exit interview.

The facility representative was informed that the “Notice of Site Visit” must be posted for 30 consecutive days. Failure to post will result in Civil Penalties of $100.00. The “Notice of Site Visit” must be posted on or adjacent to the door. Failure to post Type A reports for 30 days will result in a Civil Penalty of $100.00

If the facility receives a Type A violation, the licensee shall post and provide copies of the report to parents/guardians of the children in care at the facility by the next business day and shall provide to the parents/guardians of children newly enrolled at the facility during the next 12 months. In addition, the licensee shall immediately post upon receipt the Proof of Correction for 30 consecutive days and provide a copy to current and enrolling parents. The licensee is to keep Acknowledgement Receipt (LIC 9224) signed by parents in each child’s file.
