On 03/05/25 at 10:00am, Licensing Program Analysts (LPA), Griselda Castellon and LPA Diana Brasel conducted an announced Pre-Licensing inspection for a new single license. Upon arrival, LPA met with Director Crystal Edwards. Licensee is requesting to be licensed for 15 infants ages (6 weeks-24 months) in suite 103, 60 preschooler children ages (2-5 years old) in suites 108, 109, and 110, 12 school-age children ages (6-13 years old) in suite 106. Hours of operation will be Monday through Friday 6:00 am to 6:00 pm, and Saturday 8:00 am to 2 pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Crystal Edwards Director/Licensee that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. Crystal Edwards stated, the facility does not store medications on site. A fully equipped first aid kit is located in suites 106 and 109. The facility also has small first aid kits in all suites. There is an operational smoke and carbon monoxide detectors on site located in suites 103, 106, 108, 109, and 110. All required licensing documents were observed posted in the suites 103, 106, and 109. Infant children will be signed in and out in the office area in suite 103. Preschool children will be signed in and out in the office located in suite 109. School-age children will be signed in and out in the office area in suite 106.

Fire clearance was granted on 02/26/25.

In the infant rooms highchairs and feeding tables have broad-based legs, plastic seats are in good repair and trays lock onto chairs. There are 4 High chairs are made of washable, moisture-resistant material. Changing tables have at least 1” padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3” high and the changing table is within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. Crib area is separated from activity space via wall. This barrier is at least four feet high, made of sound absorbing material and allows for supervision of napping children. Sleep logs are kept in the infant room. Needs and Services Plans and Sleep Plans are also kept in the infant room.

There are 2 toilets and 1 sink. These are sufficient to accommodate the requested overall capacity. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be in the reception area. room in the office and staff restroom.



Facility will provide breakfast, lunch and snacks to infants, preschool, and school age children. The kitchen area in the infant room currently includes refrigerator, freezer, 1 washer, 1 dryer, 1 microwaves, and 1 sink. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food will be observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via door.

The facility currently has a fully fenced playground area for the preschool playground. Concrete and chain link fencing surrounding the property is at least four feet high. The total square footage for the preschool outdoor activity space is 2583.04, which is only sufficient to accommodate 34 children at a time, the licensee has requested a capacity of 60 preschool children. A playground waiver to share the playground at different times in the AM and PM due to limited square footage shall be submitted and approved prior to licensure. Shade is provided via canopy. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structures on the playground which are age appropriate for the groups that will use them. All equipment is properly anchored. There is adequate cushioning in fall zones of climbers provided by turf. Crystal Edwards understands that ages components cannot comingle while using this area. Drinking water is available via filtered water pitchers with disposable cups. LPA observed all hazardous items on the playgrounds to be inaccessible to children.

The infant and school-age playground is fully fenced with concrete and chain link fencing. At the time of the visit the infant and school-age playground are not separate. Crystal Edwards will inform LPAs once she installs the fencing to separate the infant and school-age playgrounds. A return visit will be conducted to measure the two playgrounds.

LPA observed a total of 4 sinks and 4 toilets available for preschool children’s use. LPA also observed 2 sinks and 2 toilets in the school-age children's use. These are sufficient to accommodate the requested capacity of the children. There is a separate staff restroom equipped with a toilet and a sink in each suite. The isolation area for preschool children who are ill will be the reception/office area. And the isolation area for the school age children who are ill will be in the staff lounge.



The kitchen area in suite 106 the school-age room currently includes 1 commercial refrigerator, 1 commercial freezer, 1 standard freezer, 1 standard refrigerator, 2 microwave, mini smart oven, electrical griddle, waffle maker, and 1 sink. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via locked cabinet.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. Crystal Edwards was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.



The facility does not provide IMS:

LPA reviewed the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

LPA discussed the safe sleep regulations with Crystal Edwards and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed Crystal Edwards of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Crystal Edwards was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Crystal Edwards was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

The following corrections are needed prior to the issuance of the license:


Crystal Edwards will provide photos for all corrections listed below.
Preschool Playground
1. Proof of the climbing structure stairs are repaired and no rust is exposed.
2. Proof of chipped paint on the outdoor concrete walls repaired.
3. Proof of the tetherball pole repaired and no rust is exposed.
4. Proof of the monkey bars climbing structure is repaired and no rust is exposed.
5. An approved waiver shall be granted for the preschool playground using a time schedule.

A return visit will be required upon completion of the infant and school-age outdoor playground.
Exit interview conducted and a copy of this report was proved to the Director/Licensee.
