Licensing Program Analyst (LPA) Brian Morris arrived at the facility to conduct a subsequent complaint visit, which included concluding the investigation and delivering the findings related to the complaint initiated on December 4, 2025. LPA met with Licensee Emma Sanders and discussed the above-referenced allegations.

Regarding the allegation that the licensee and another adult engaged in an inappropriate form of discipline, it was alleged that the provider and her husband place a one-year-old child in a small room, possibly a closet, when the child cries. LPA conducted interviews with staff and children in care. Based on interviews conducted, LPA was unable to identify the specific child alleged to have been placed in a closet. Additionally, no witnesses were identified who could corroborate the allegation. LPA was unable to obtain sufficient evidence to confirm that a child was placed in a closet as alleged.

Regarding the allegation that adults use profanity toward daycare children, LPA conducted pertinent interviews with staff and children in care and was unable to corroborate the allegation.

Confidential interviews revealed conflicting statements regarding which adult(s) allegedly used profanity; therefore, LPA was unable to verify the accuracy of the information obtained. Additional interviews conducted with children in care indicated that they had not observed any adults using profanity. Staff interviewed also denied the allegation.

Regarding the allegation that the licensee does not ensure daycare children are properly fed, during the initial inspection, LPA Cindy Hamilton reviewed the daycare’s food storage areas, including the refrigerator and pantry, and observed an adequate supply of food for children in care. Interviews with children indicated that the licensee provided meals but did not force children to eat if they chose not to. Further interviews revealed that children had never complained about being hungry, and while they occasionally expressed dislike for certain foods, the licensee frequently provided alternative meals.

Regarding the allegation that the licensee does not provide adequate supervision to children in care, LPA conducted interviews with staff and children and was unable to corroborate the allegation. Interviews indicated that the licensee and her husband are the primary caregivers and confirmed that children were never left alone. Additional interviews revealed that while the licensee and her husband may sometimes be in separate rooms, there was always an adult present providing supervision.

Based on information obtained through interviews with the licensee and other relevant individuals, the above allegations could not be verified. While the allegations may have occurred, there is insufficient evidence to determine whether they did or did not take place. Therefore, the allegations are UNSUBSTANTIATED..

An exit interview was conducted with Licensee Emma Sanders, a Notice of Site Visit posted, and a copy of this report was provided to the facility on this date and time.
