On May 11, 2026, Licensing Program Analyst (LPA) Sandra Pulido arrived unannounced at Heartbeat Music/PA Academy Preschool 4 the Arts and met with Site Supervisor Site Cecilia Montoya to discuss the findings of the investigation regarding the above referenced allegation. On April 7, 2026, LPA Pulido conducted a tour of the center, completed a census, conducted confidential interviews with six staff members, and obtained relevant documentation.

The complaint, received on February 23, 2026, alleged that parents experience delays when attempting to enter the facility. The reporting party stated they had waited up to ten minutes for staff to open the door. Five of six interviews indicated that parents are typically allowed entry either immediately or within a few minutes, and that parents have not expressed concerns regarding delayed access. One interview indicated that some parents have expressed concerns about waiting times, with the longest reported wait being approximately six minutes. To address this concern, the facility assigned a staff member to monitor the front door, with the director and additional staff member available to assist as needed. LPA was unable to obtain further

information from the reporting party. During multiple unannounced visits, LPA Pulido was granted entry within seconds.

Due to conflicting statements, LPA Pulido was unable to corroborate the allegation that staff delayed parents’ entry into the facility. Following a comprehensive investigation, including interviews, observations, and a review of records, the Department determined that the allegation is unsubstantiated.

A finding of unsubstantiated means that although the allegation may have occurred or may be credible, there is insufficient evidence to prove or disprove the alleged violation.

An exit interview was conducted with Site Supervisor Site Cecilia Montoya, during which a copy of the report and Appeal Rights were provided. A Notice of Site Visit was issued and must remain posted at the facility for 30 days.
