On August 21, 2025, at 1151 a.m., Licensing Program Analysts (LPAs) Cindy Hamilton and Sumayya Habeebulla met with Director Lucy Coronado to deliver the findings for the above stated allegations.  During the investigation, LPA Hamilton conducted interviews with two staff and reporting party.  LPA Hamilton conducted a health and safety inspection of the CCC on July 17, 2025.  LPA obtained and reviewed pertinent documentation.
On July 8, 2025, Community Care Licensing (CCL) received information stating that staff do not ensure bathroom sinks have disposable paper towels and unqualified staff are supervising day care children. Regarding the allegation that staff do not ensure bathroom sinks have disposable paper towels, it was alleged that bath towels are being used all day in the restrooms and no paper towels are used. On July 17, 2025, LPA conducted an inspection of the facility and observed a bath towel in the restroom of the Love classroom. Interviews revealed that the towel was being used to dry the children’s hands.
Regarding the allegation that unqualified staff are supervising day care children, it was alleged that most of the teachers at the facility do not hold a child development teacher permit.

During an interview with the Director, the LPA was informed that a staff member supervises the infant classroom (Joy Classroom) at the end of the day. However, a review of facility records and interviews revealed that this staff member does not possess the required three infant units as mandated by Title 22 regulations.

Based on interview and records review, the preponderance of evidence has been met and the allegations that staff do not ensure bathroom sinks have disposable paper towels and unqualified staff are supervising day care children are substantiated. The facility is being cited for Title 22, Section 101239 (j)Fixtures, Furniture, Equipment and Supplies and Section 101416.2 (b) Infant Care Teacher Qualifications and Duties, see LIC 809D for citations.

An exit interview was conducted, this report, appeal rights and Notice of Site Visit was discussed and provided to Director. Director was reminded that the Notice of Site Visit must be posted for 30 consecutive days. Failure to post will result in Civil Penalties of $100.00.
