On the above noted date and time, Licensing Program Analyst (LPA), Diana Brasel conducted an announced Pre-Licensing inspection for an Infant program license. Currently the facility has an existing pre-school program license. Upon arrival, LPA met with Lucy Coronado, Director. Applicant is requesting to be licensed for (4) infants, ages 6 weeks - 24 months in the infant Joy room.
Hours of operation will be Monday - Friday 6:30 am - 5:30 pm for the infant program and Monday - Friday 6:30am - 6:00pm for the pre-school program.
On todays visit the current licensed preschool program had 43 children to 7 staff.

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Lucy Coronado that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Lucy Coronado stated, that they will be stored in front office. A fully equipped first aid kit is in the office, each classroom has small first aid kits.There is an operational carbon monoxide detector on site located in each room. All required licensing documents were observed posted in the office. Children for the infant program will be signed in and out outside of the Infant Joy room.

LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space was measured, currently the space set up does not accommodate the requested capacity of 4.. LPA and Director worked together with the space within the infant Joy room, an estimated measurement was taken, which is sufficient to accommodate the requested capacity of (4) children. LPA will conduct a return visit to remeasure the indoor and outdoor activity space once the gates are in place.

LPA observed all indoor activity space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, cribs, napping cots/mats for infants who can climb out of a crib, bookshelves, and other activity supplies for the children. Toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms via pitcher filter water.

Director Lucy Coronado was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 02/21/24.

High chairs are in good repair and trays lock onto chairs. High chairs are made of washable, moisture-resistant material. Changing tables have at least 1” padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3” high and the changing table is within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. Crib area is separated from activity space via wooden wall. This barrier is at least four feet high, made of sound absorbing material and allows for supervision of napping children. Sleep logs are kept in Infant Joy room. Needs and Services Plans and Sleep Plans are kept in Infant Joy room.

There is at least one potty chair or toilet for every five infants. LPA observed a total of (1) sinks available for children’s use. These are sufficient to accommodate the requested capacity of (4) children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the front office.



The facility currently has a fully fenced playground area which is separate from other components. Fencing is block wall, wrought iron, and chain link is at least four feet high.

Facility will provide am and pm snacks. Lunches are brought by parents, which staff will prep as needed. The kitchen area currently includes sink, refrigerator, microwave, and toaster oven. The Infant Joy room has a small refrigerator located in an off limits area in the classroom. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via locked cabinets.

Currently the infant playground has not been set up or sectioned off from the younger preschool children. A return visit will be conducted to re-measure the preschool and enclosed infant playground. (see correction needed)

Drinking water is available via filtered water, pitchers, and children's parents bring the children's own water bottles. The site has disposable cups and sippy cups if needed

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).



Criminal Record Clearance - Child Care Centers:
Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.”

LPA reviewed with Director the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.”

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.”

The following corrections are needed prior to the issuance of the license:

1. Updated Mandated Reporter Child Care Provider training for Director, Lucy Coronado.
2. Once the infant playground has been enclosed with an at least 4 foot tall fence, an updated facility
outdoor sketch to show the infant and preschool playground will be needed.
3. An updated facility indoor sketch to show the added activity space and gated areas.

Director Lucy Coronado understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.

A return visit will be needed to remeasure the indoor and outdoor activity space prior to licensure of adding the infant component.

A notice of site visit was given to Director and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. “
