On 12/17/2024 at 11:20 AM, Licensing Program Analyst (LPA's), Griselda Castellon, and LPA Diana Brasel conducted an unannounced pre-licensing inspection to add an infant component to their existing preschool facility. The facility currently has a preschool license (336300565) for 144 children ages (2-5 years old). The facility has requested to decrease the preschool component from 144 to 120 in classrooms 1,2,3,4,5, and 6.. LPA's measured all of the preschool classrooms on todays visit. Upon arrival, LPA's met with the Director Suri Cafaro. The licensee has requested to be licensed for 24 infants 12 weeks to 24 months in classrooms 7 and 8. Hours of operation will be Monday through Friday 6:00 AM - 6:00 PM. During the visit the director updated the request from 24 infants to 12 infants ages 12 months - 24 months in room 8 only due to room 7 not being set up with the infant napping area. Room 7 will not be used currently, the facility will submit an increase in capacity once room 7 is completed.

All indoor and outdoor activity space utilized for the children was inspected today. LPA's informed the director that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, in the office inside a locked box. A fully equipped first aid kit is in the directors office. There is an operational carbon monoxide detector on site located in every classroom and on inside the directors office. All required licensing documents were observed posted in the hallway near the reception area. Children will be signed in and out at the reception area using a kiosk unless they use a third party payment parents will sing in using a wet signature.

LPA's continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured 449.48 sqft, which is sufficient to accommodate the requested capacity of 12 Children. LPA's observed all indoor activity space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots for infants, bookshelves, and other activity supplies for the children. Toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms via drinking fountain and disposable cups. LPA's observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 05/31/2024, the signed STD850 has not been received as of this date.

There are 2 toilets, one changing table, and 3 sinks available for children’s use. These are sufficient to accommodate the requested capacity of children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the director's office.



Facility will provide am snack, lunch, and pm snack, the menus are posted on the licensing board. The kitchen area currently includes . The kitchen area and food 1 refrigerator, 1 freezer, 2 sinks, 2 crock pots/ roasters, 1 gritle, and 1 rice cooker. Storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via door.

The LPA's measured the proposed infant courtyard playground. The infant court yard is not currently fenced in and is listed below as a correction. The director understands that the fencing has to measure at least four feet high. The total square footage of the outdoor activity space is 950.01, which will be sufficient to accommodate the requested capacity. Shade is provided by the building overhang for the preschool classrooms and trees. The director will ensure there will be age-appropriate toys and play equipment available. The director was reminded that there should be adequate cushioning in fall zones and all throughout the playground. Drinking water will be provided by Igloo and disposable cups. The director was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

LPA's reviewed with director the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

The following corrections are needed prior to the issuance of the infant license:


1. Proof the the infant courtyard playground has been enclosed with a fence that measures at least 4
feet in height, shall be submitted.

The Director understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.

A notice of site visit was given to director and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.

Safe Sleep (for infant centers)– Child Care Centers and Family Child Care Homes:
LPA discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Director was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Criminal Record Clearance - Child Care Centers:
Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
