32 | The second allegation alleged that staff handled daycare children roughly. Specifically, complainant alleged that they were aware of two children being pulled by the arm. Interviews revealed that staff will provide positive redirection for the children as listed in the facility’s Parent Handbook. However, interviews suggest that staff may have pulled a child’s arm, without malicious intent, to prevent a possible incident occurring between children, like hitting. Interviews also revealed that there is a lack of training and resources for staff to handle challenging behaviors. All staff completed mandatory training earlier in the year that included how to manage challenging behaviors. An in-service day with all staff was conducted on 2/13/26 that included a reminder that staff are not to grab a child by the arm, with a demonstration photo included.
Due to conflicting statements, LPA Pulido was unable to corroborate the allegations that staff spoke to daycare children inappropriately and that staff handled daycare children in a rough manner. Following a comprehensive investigation, including interviews, observations, and a review of records, the Department determined that the allegations are unsubstantiated. A finding of unsubstantiated means that although the allegation may have occurred or may be credible, there is insufficient evidence to prove or disprove the alleged violation.
An exit interview was conducted with Assistant Director Leann Coppola, during which a copy of the report and Appeal Rights were provided. A Notice of Site Visit was issued and must remain posted at the facility for 30 days. |
