On May 9, 2025, at 10:20 AM, Licensing Program Analyst (LPA) Courtnee Peebles met with Director Britney Marnell to present the final investigative findings regarding allegations that staff failed to change a daycare child’s wet diaper and clothing, and that a staff member mistreated a daycare child. The initial complaint inspection took place on March 13, 2025, during which no immediate health or safety hazards were identified.

The complaint, received by Community Care Licensing (CCL) on March 7, 2025, alleged that Child #1 (C1) was left in soiled clothing, and that Staff #1 (S1) mistreated a child. As part of the investigation, LPA Peebles reviewed facility records, collected relevant documentation, and conducted confidential interviews.
Interview statements revealed that C1’s diaper had leaked, resulting in soiled clothing. Staff members reported they were unaware of the soiled clothing, which is why it was not changed. Facility documentation indicated that C1 last used the restroom at 3:05 PM and was picked up at 05:30 PM on the date in question. child found in soiled clothing, place the soiled items in a bag, and send them home. Authorized representatives confirmed that it is not uncommon for children to be picked up in different clothing due to such incidents occurring throughout the day. Facility policies are to change children in care every two hours and as needed.

Regarding the allegation of staff mistreatment, it was specifically reported that S1 yelled, “No, you need to sit down,” in Child #2’s (C2) face after dragging the child by the foot back to a chair. Interviews consistently described S1 as firm in their disciplinary approach, but none of the interviewees reported witnessing any mistreatment by S1. LPA Peebles requested video footage of the alleged incident; however, access to classroom recordings was ultimately denied.

Based on the review of records and the information obtained through interviews, there is insufficient evidence to support or disprove the allegations. As a result, the allegations are deemed unsubstantiated at this time.

An exit interview was conducted, and the investigative findings were reviewed with Director Brittney Marnell.

Appeal rights were discussed and provided. A Notice of Site Visit was issued and must remain posted at the facility for 30 days.
