On 09/17/2026, Licensing Program Analysts (LPAs), Sumayya Habeebulla and Janette Romero, made a subsequent unannounced complaint investigation visit to deliver the findings for the above referenced allegation. LPA toured the facility, conducted a census, and met with Director, Brittney Marnell, who was informed of the decision rendered.

On 07/16/26, Community Care Licensing (CCLD) received a complaint alleging the above-mentioned allegations and an investigation was conducted.
Allegation 1: Staff do not ensure daycare children are treated with dignity and respect.
Based on interviews conducted and information gathered, LPA was unable to corroborate the allegation. According to the records reviewed, LPA noted that Child #1 had ongoing behavioral challenges, and staff made numerous attempts to assist and redirect C1 due to difficulties adjusting to the daycare environment.

Further interviews revealed that staff maintained ongoing communication with the parents and consistently implemented new strategies to support the child and address their individual needs. LPA also conducted interviews with other children enrolled at the day-care; however, the interviews did not reveal any specific concerns regarding staff conduct or the manner in which the children were treated. In addition, LPA was unable to interview the children specifically referenced in the complaint because they were no longer enrolled at the day-care and were unavailable to participate in an interview.

Allegation 2 & 3: Staff yell at day-care children and staff handle day-care children in a physically aggressive manner.
Interviews and documentation revealed that Child #1 exhibits physically aggressive behaviors when asked to transition from preferred activities or playtime. Staff and children interviewed reported that Child #1 has hit both staff members and other children. Documentation further indicated that the parents were informed of these incidents. The Reporting Party cited a specific incident in which a staff member allegedly pinched Child #1. The Reporting Party stated that the incident occurred approximately two months prior to their children dis-enrolling from care and that it was reported to the facility at the time. The staff member involved stated that their long fingernail may have accidentally scratched the child but denied intentionally pinching Child #1. It was further alleged that Child #1 was forced to sit in a chair. Interviews with staff and children indicated that staff do not force children to sit in chairs or participate in activities against their will.

Therefore, based on interviews conducted and evidence received, the above allegations cannot be verified. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the allegations did or did not occur, therefore, the allegations are UNSUBSTANTIATED.

An exit interview was conducted with Facility Director Brittney Marnell. A copy of this report, and a Notice of Site Visit, and Appeal Rights were provided to the Facility Director on this date. The Notice of Site Visit must be posted for the next 30 days.
