On December 10, 2025, at , Licensing Program Analyst’s (LPA’s) Courtnee Peebles and Hayley Corn met with Director Brittney Marnell to deliver the final investigative findings regarding a complaint received by Community Care Licensing (CCL). The complaint, submitted on October 09, 2025, alleged that staff at the child care center (CCC) Staff did not provide adequate supervision resulting in day care child biting another child. As part of the investigation, LPA Peebles conducted a tour and census of the facility on November 6, 2025. No immediate health or safety hazards were identified during the visit. The investigation included a review of facility records, collection of relevant documentation, and confidential interviews with staff and other parties present at the time of the alleged incident.

LPA conducted an internal (at the facility) record review of recent incidents involving bites at the facility and found (1) incident involving Child One (C1) being the one who had gotten bitten by a child in care. The dates are as follows: 10/10/2025 which reads C1 was laying on their cot when another child approached them in attempt to pat C1’s back. When C1 refused the other child’s gesture the other child

bit C1 on their upper arm area which triggered S1 to step in and mitigate the situation. Interviews with S1 stated they observed the entire situation as C1 was only bitten once. C1 was later picked up by an authorized adult and was later received by their guardian approximately three hours later. Unfortunately, several hours later during bath time C1 was found to have four bites on their body: one on the upper arm, one on the lower leg and two on their back with one breaking skin. LPA reviewed Child to Teacher ratio records and found that on 10/10/2025, the CCC staff were in ratio throughout the entire day.

Based on conflicting statements, LPA is unable to corroborate the allegation that Staff did not provide adequate supervision resulting in day care child biting another child. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the allegation did or did not occur, therefore the allegation is unsubstantiated.

An exit interview was conducted and copy of this report, appeal rights and Notice of Site Visit were provided to the director Brittney Marnell. The director was reminded that the Notice of Site Visit must be posted in the facility in a visible area for 30 days.
